EVANSTON CITY COUNCIL First Regular Meeting September 2, 2014 The official record of proceedings of the first regular meeting of the Evanston City Council for the month September was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Terri Arnell led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Evan Perkes, David W elling, Saundra Meyers, and W endy Schuler. Councilmember Curtis Rex was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; Director of Planning & Development, Paul Knopf; City Treasurer, Kathy Defa; City Engineer, Brian Honey; Police Chief, Jon Kirby; Director of Parks and Recreation, Dennis Poppinga; Public W orks Director, Oop Hansen; Deputy City Clerk, Nancy Stevenson; and Environmental Services Manager, Gordon Robinson. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. They also commented on the University of W yoming Volley Ball game that was held in Evanston on Labor Day and what a great event that was for our community. Mayor Bell also invited everyone to attend the Memorial Tree Grove Celebration that is scheduled for September 13, 2014. EXCEL! Award Presentation Gordon Robinson, CERC (City of Evanston Recognition Committee) Chairperson, recognized the following: Brent Gerrard for working throughout the night to get the baseball fields ready for a tournament after a powerful rainstorm. By doing this Brent not only showed respect for his job but for his community; Kevin Murphy was recognized for working under the extreme seasonal demands of the Parks Department to keep everything on schedule even with shortage of help and unusual weather conditions; Jacquie Bryant was recognized for her great example in showing outward caring and compassionate service to others; Kelly Morris, Eugene Brown, and Trevor Valentine were recognized for going above and beyond what was required of them to complete several projects at the W astewater Treatment Plant. They were each presented with a certificate, an EXCEL! mug and coaster, an EXCEL! challenge coin or cap, and a monetary award. Public Hearing/Liquor License Renewals A public hearing was conducted by City Attorney, Dennis Boal for all the applicants that filed for the renewal of their liquor licenses within the City of Evanston. Mr. Boal stated that all the applications have been reviewed by City Staff and the W yoming Liquor Division. Notice for the hearing has been advertised for two consecutive weeks in the local newspaper and a notice has been posted at each place of business. Mr. Boal asked if there was any opposition or comments regarding any of the liquor license renewals. No one address the issue and the hearing was closed. Consent Agenda Councilmember moved, Councilmember Perkes seconded, to approve the following on the Consent Agenda: A Parade Route Permit requested by Evanston High School Student Council for the 2014 Homecoming Parade on Friday, September 19, 2014, beginning at 4:00 p.m. at Davis Middle School; and A Limited Malt Beverage Permit requested by Alan Griffin for the Rocktobertest Fundraiser Event to be held at the Roundhouse on Saturday October 25, 2014 from 4:00 p.m. to 11:30 p.m. The motion passed unanimously with 6 yes votes: Bell, Perkes, W elling, Meyer, Schuler. ---PAGE BREAK--- Resolution 14-50 Councilmember Welling moved, Councilmember Meyer seconded, to remove Resolution 14-50 from the table, from the July 15, 2014 meeting. Resolution 14-50: RESOLUTION AUTHORIZING THE CITY OF EVANSTON, W YOMING TO ENTER INTO A CONTRACT FOR SERVICES W ITH THE TO HOST THE UINTA COUNTY STAGE STOP DOG SLED RACE. W HEREAS, the annually hosts the Uinta county Stage Stop Dog Sled Race which promotes tourism within the City of Evanston; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to sign, and the City Clerk is hereby authorized to attest, on behalf of the City, the Contract for Services with the a copy of which is attached hereto, to host the Uinta County Stage Stop Dog Sled Race and thereby promote tourism within the City of Evanston. Resolution 14-60 Councilmember Schuler introduced Resolution 14-60. Councilmember Schuler moved, Councilmember Meyer, to adopt Resolution 14-60. Resolution 14-60: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A REVOCABLE LICENSE AGREEMENT W ITH JOSHUA S. NOBLE AND KANDRA NOBLE. W HEREAS, Joshua S. Noble and Kandra Noble, (the “Owner”), are the owners of Lot 6 in Block 3 of the Aspen Groves III Subdivision in the City of Evanston, Uinta County, W yoming; and W HEREAS, the Owner desires to construct a fence, which will encroach and be located in and onto the right of way of the city streets known as W ashakie Drive and Evans Lane; and W HEREAS, Owner desires to enter into a revocable license agreement with the City of Evanston which will permit the encroachment of the fence into the city right of way upon certain terms and conditions; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston as follows: Section 1. The City of Evanston is authorized to execute a revocable license agreement with the Owner, a copy of which is attached hereto, to permit the encroachment of the fence in and onto the right of way of the city streets known as W ashakie Drive and Evans Lane upon certain terms and conditions. Section 2. The Mayor and City Clerk are authorized to sign and attest the revocable license agreement on behalf of the City of Evanston. Councilmember Meyer moved, Councilmember Perkes, to adopt Resolution 14-61. Resolution 14-61: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, RATIFYING THE ACCEPTANCE AND EXECUTION OF A QUOTATION AND ADDENDUM W ITH CDC RESTORATION AND CONSTRUCTION L.C. TO DO REPAIR W ORK ON THE BEAR RIVER BRIDGE. ---PAGE BREAK--- W HEREAS, the City of Evanston has a need to repair some of the concrete on the Bear River Bridge; and W HEREAS, CDC Restoration and Construction L.C. has done work on the bridge in the past and has submitted an acceptable quote to do the repair work on the bridge; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1. The Mayor is hereby authorized to accept and execute, and the City Clerk attest, on behalf of the City of Evanston, the Quotation and Addendum between the City of Evanston and CDC Restoration and Construction L.C., a copy of which is attached, for the repair of the Bear River Bridge.
