EVANSTON CITY COUNCIL Second Regular Meeting March 18, 2014 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Deborah Demander led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Curtis Rex, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; City Engineer, Brian Honey; Director of Planning & Development, Paul Knopf; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Dennis Poppinga; and Deputy City Clerk, Nancy Stevenson. City Treasurer, Kathy Defa was excused. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held March 4, 2014 and a Work Session held March 11, 2014 was approved as presented. Revenue & Expenditure Report Councilmember Welling moved, Councilmember seconded, to approve the Revenue and Expenditure Report. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Council Comments Mayor Bell commented on two proclamations that she recently signed for Disabilities Awareness Month and International W omen’s Day. The Mayor also reminded everyone that the Celtic Festival is this weekend. Resolution 14-17 Councilmember Schuler introduced Resolution 14-17. Councilmember Schuler moved, Councilmember Meyer seconded, to adopt Resolution 14-17. Resolution 14-17: RESOLUTION OF THE CITY OF EVANSTON, W YOMING SUPPORTING THE SUBMISSION OF AN APPLICATION FOR A W YOMING CULTURAL TRUST FUND GRANT BY THE EVANSTON URBAN RENEW AL DISTRICT TO OBTAIN FUNDS TO PROVIDE SEATING FOR THE STRAND THEATER. W HEREAS, there are W yoming Cultural Trust Fund Grants which can be used to restore and repair historical structures such as the Strand Theater located in Evanston’s Historic Downtown District; W HEREAS, the Evanston Urban Renewal Agency will submit an application for a W yoming cultural Trust Fund Grant to obtain funds which it intends to use to provide seating for the strand Theater; and W HEREAS, the Public benefit of this Project is to develop and promote a strong cultural/arts center in the heart of Evanston’s downtown, thus creating a more robust and vibrant local economy; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The City of Evanston supports the submission of an application for a W yoming Cultural Trust Fund Grant by the Evanston Urban Renewal Agency to obtain funds to provide seating for the Strand ---PAGE BREAK--- Theater. Councilmember Meyer moved, Councilmember Welling seconded, to adopt Resolution 14-18. Resolution 14-18: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING RATIFYING THE EXECUTION OF A GRANT AGREEMENT W ITH THE W YOMING OFFICE OF STATE LANDS AND INVESTMENTS TO RECEIVE CONSENSUS GRANT FUNDS FOR THE YOUTH SERVICES BUILDING PROJECT. W HEREAS, the City of Evanston participates in the Consensus List Block Grant Program to assist in financing capital improvements within the community; and W HEREAS, it is necessary for the City to execute that attached Grant Agreement with the W yoming Office of State Lands and Investments in order to receive Consensus Grant funds for the Youth Services Building Project. NOW , THEREFORE, BE IT RESOLVED by the governing g body of the City of Evanston, W yoming as follows: Section 1. The Mayor is authorized to sign the Grant Agreement with the W yoming Office of State Lands and Investments to receive Consensus Grant Funds for the Youth Services Building Project, a copy of which is attached hereto. Designate Additional Day in July for Fireworks Councilmember Welling moved, Councilmenber Rex seconded, to designate July 5, 2014 as an additional day to discharge fireworks within the City of Evanston. The motion passed with 6 yes votes: Rex, Perkes, W elling, Meyer, Schuler. 1 No vote: Bell Public Participation Brian Honey stated that the Notice of Substantial Completion for the Medical Spec Building has been signed and High Country Behavioral are planning to move into the building next week.
