EVANSTON CITY COUNCIL First Regular Meeting June 3, 2014 The official record of proceedings of the first regular meeting of the Evanston City Council for the month June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Oop Hansen led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Curtis Rex, Evan Perkes, David W elling, and Saundra Meyers. Councilmember W endy Schuler was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; Director of Planning & Development, Paul Knopf; City Treasurer, Kathy Defa; Police Chief, Jon Kirby; Director of Parks and Recreation, Dennis Poppinga; Public W orks Director, Oop Hansen; and Deputy City Clerk, Nancy Stevenson. City Engineer, Brian Honey was excused. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: Bell, Rex, Perkes, W elling, Meyer. Approve Minutes The official record of proceedings for the City Council Meeting held May 20, 2014, and a Work Session Meeting held May 27, 2014 were approved as presented. Council Comments Councilmember Rex commented on how nice the cemetery looked for Memorial Day and thanked all those from the City staff who helped with that effort. Councilmember reminded everyone to be extra careful when driving and watch out for children now that school is out. Mayor Bell stated that the City will be receiving grant funding for the BEAR Meadows Project and the Pre- school Project. She also invited everyone to attend the Annual Renewal Ball is this Saturday, June 7th. Consent Agenda Councilmember Perkes moved, Councilmember seconded, to approve the following Consent Agenda: A Request by the Evanston Liquor Dealers Association for extended hours in 2014 for the following dates: 4 of July Weekend Saturday, July 5, 2014 th Uinta County Fair/Concert Saturday, July 26, 2014 Labor Day Weekend Saturday, August 30, 2014 New Year’s Eve Wednesday, December 31, 2014 The motion passed unanimously with 6 yes votes: Bell, Rex, Perkes, W elling, Meyer. Resolution 14-33 Councilmember Meyer introduced Resolution 14-33. Councilmember Meyer moved, Councilmember Welling seconded, to adopt Resolution 14-33. ---PAGE BREAK--- Resolution 14-33: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO. 1 FOR THE BIRCH STREET WATERMAIN REPLACEMENT PROJECT IN THE CITY OF EVANSTON. W HEREAS, the City of Evanston has previously approved a contract with Maxfield Construction, Inc. for the Birch Street W atermain Replacement Project; and W HEREAS, it is necessary to approve Change Order No. 1 for the reasons set forth therein; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, as follows: Section 1. Change Order No. 1, a copy of which is attached hereto, is approved. Section 2. The Mayor is authorized to sign and approve Change Order No. 1 on behalf of the City. Resolution 14-34 Councilmember introduced Resolution 14-34. Councilmember moved, Councilmember Rex seconded, to adopt Resolution 14-34. Resolution 14-34: A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE PARK ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. W HEREAS, Michael W . Park and Teresa L. Park, (the “Subdivider”, ) has made application to the governing body of the City of Evanston, W yoming for approval and authorization of the proposed subdivision entitled the Park Addition, a subdivision located within the City of Evanston, W yoming; and W HEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to on 22-10 of the Evanston City Code. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, that: Section1. The final plat of the Park Addition is hereby approved, accepted and authorized and described in particularity as follows, to-wit: Lot 1 and 2, Block 9 of the Centennial Valley Estates First Addition, Located in Section 19, T15N, R120W , in the City of Evanston, Uinta County, W yoming, the boundary of said “Park Addition” being more particularly described as follows: BEGINNING at the Northeast Corner of said Block 9, running thence S 00E00'00" E, 197.52 feet along the East line thereof to the Southeast Corner of said Lot 2; thence N 90E00'00" W , 140.55 feet along the South line of said Lot 2 to the Southwest Corner thereof; thence N 00E29'19" E, 197.52 feet along the W est line of said Block 9 to the Northwest Corner thereof; thence N 90E00'00" E, 138.29 feet along the North line of said Block 9 to the POINT OF BEGINNING. Said Park Addition containing 0.632 acres more or less. Section 2. The Mayor and City Clerk are hereby authorized and directed to enforce the mandates of chapter 22 of the Code of the City of Evanston with regard to the filing of the final plat with the County Clerk of Uinta County, W yoming as by law required.
