EVANSTON CITY COUNCIL Second Regular Meeting January 22, 2013 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Dawn Darby led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Curtis Rex, Evan Perkes, David Welling, Saundra Meyer, and Wendy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Jim Davis; City Treasurer, Kathy Defa; Director of Public Works/City Engineer, Brian Honey; Director of Planning & Development, Paul Knopf; Police Lieutenant, Ken Pearson; Public Works Superintendent, Oop Hansen, and Deputy City Clerk, Nancy Stevenson. Police Chief, Jon Kirby, and Director of Parks and Recreation, Dennis Poppinga were excused. A group of interested citizens were also present. Approve Agenda Mayor Bell suggested the following change to the agenda: Under New Business, add Resolution 13-03. Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda with the suggested change. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, Welling, Meyer, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held January 8, 2013, and City Council Work Session Minutes for January 15, 2013 were approved as presented. Revenue & Expenditure Report Councilmember Welling moved, Councilmember seconded, to approve the Revenue and Expenditure Report. ---PAGE BREAK--- The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, Welling, Meyer, Schuler. Council Comments The Councilmembers all commented on the recent Skate Party at the Ice Ponds and thanked everyone that helped with this event. Mayor Bell also thanked those who helped with the skate party. She reported that the City was recently awarded a $1.4 million grant to purchase a piece of property with two rail spurs on it, and explained how this property will help with economic development endeavors. The Mayor also gave a brief overview of several bills that are currently being considered by the legislatures. Consent Agenda Councilmember Perkes moved, Councilmember Rex seconded, to approve a Catering Permit requested by Rachel’s, LLC, dba: Kate’s for the Jaycee’s Mardi Gras Masquerade Ball at the Machine Shop on Friday, February 8, 2013 from 5:00 p.m. to 11:00 p.m. and A Catering Permit requested by Rachel’s, LLC, dba: Kate’s for the Rocky Mountain Elks Foundation Banquet at the Machine Shop on Saturday, March 9, 2013 from 5:00 p.m. to 11:00 p.m. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, Welling, Meyer, Schuler. Resolution 13-01 Councilmember Meyer introduced Resolution13-01. Councilmember Meyer moved, Councilmember Welling seconded, to adopt Resolution 13-01. Resolution 13-01: RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF A CONTRACT WITH DELTA DENTAL OF WYOMING TO PROVIDE DENTAL INSURANCE FOR CITY EMPLOYEES. WHEREAS, the City of Evanston, Wyoming has for many years provided dental insurance for its employees; and WHEREAS, it is necessary for the City to enter into a contract with Delta Dental of Wyoming to continue to provide dental insurance coverage for its employees. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract between the City of Evanston and Delta Dental of Wyoming, a copy of which is attached hereto, to provide dental insurance coverage for its employees. Councilmember moved, Councilmember Schuler seconded, to adopt Resolution 13-02. Resolution 13-02: A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE APPLICATION FOR THE SELECTIVE TRAFFIC ENFORCEMENT GRANT FROM THE HIGHWAY SAFETY PROGRAM OF THE WYOMING DEPARTMENT OF TRANSPORTATION. WHEREAS, grant funds are available from the Highway Safety Program of the Wyoming Department of Transportation which are to be used by law enforcement agencies improve traffic safety through increased enforcement; NOW, THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, Wyoming as follows: Section 1. The Police Department of the City of Evanston is authorized to apply for a Selective Traffic Enforcement Grant from the Highway Safety Program of the Wyoming Department of Transportation, a copy which is attached hereto. Councilmember Perkes moved, Councilmember Rex seconded, to adopt Resolution 13-03. Resolution 13-03: RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE ACCEPTANCE OF A NETWORK PROPOSAL WITH ATTACHED ESTIMATES WITH EXECUTECH TO PROVIDE THE CITY WITH COMMUTER MAINTENANCE AND BACKUP SERVICES. WHEREAS, the City of Evanston and Executech have negotiated an agreement whereby Executech will provide the city with computer maintenance and backup services; and WHEREAS, the City of Evanston and Executech have set their agreement in writing in a Network Proposal with attached estimates, a copy of which is attached hereto; NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT: Section 1. The City of Evanston, Wyoming hereby accepts and agrees to the Network Proposal with attached estimates submitted by Executech, which are attached hereto, to provide the city with computer maintenance and backup services. Remarks/Comments Paul Knopf commented on the Sled Dog Races that will begin in Jackson, Wyoming on Friday, January 25th and end in Evanston with a banquet at the Machine Shop on Saturday, February 2nd.
