Bids must be submitted to the City of Evanston Parks and Recreation Department, 1200 Main Street, Evanston, Wyoming, 82930 no later than 2:00 p.m., Thursday, August 13, 2015. 2. Bids must be submitted in an enclosed sealed envelope with the name of the bid item, bidder's name, and complete address printed on the outside of the envelope. No bids will be accepted by FAX or Email. 3. Bids must be submitted, unless otherwise specified, for the vehicle/equipment and options specified or a comparable or superior product. 4. Bidder must be able to substantiate, document and submit specifications for comparability or superiority. 5. Bids will be opened publicly at the Evanston City Hall, 1200 Main Street, Evanston, Wyoming, at 2:00 p.m., Thursday, August 13, 2015, and publicly awarded by the Evanston City Council within 30 days of the bid opening. 6. Each bid must be signed by an authorized representative of the bidding organization. 7. All costs must be identified and included, as specified. 8. The City reserves the right to reject any or all bids or any part of any bid, or to waive any formalities or technicalities, if it is in the best interest of the City. 9. Any Addenda or Bulletins issued during the time of bidding shall become part of the bidding documents. 10. Bids are subject to the Five Percent Wyoming Certified Resident Preference. Preference is hereby given to all materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state. 12.
