EVANSTON CITY COUNCIL Second Regular Meeting November 18, 2014 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Kendra W est led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Curtis Rex, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; City Treasurer, Kathy Defa; City Engineer, Brian Honey; Police Chief, Jon Kirby; Director of Planning & Development, Paul Knopf; Director of Parks and Recreation, Dennis Poppinga; Assistant Director of Parks and Recreation, J.D. Nielson; Public W orks Director, Oop Hansen; and Deputy City Clerk, Nancy Stevenson. A group of interested citizens were also present. Approve Agenda Mayor Bell suggested the following changes to the agenda: Under New Business add Resolution 14- 74. Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda with the suggested change. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Revenue & Expenditure Report Councilmember Meyer moved, Councilmember seconded, to approve the Revenue and Expenditure Report. Council Comments Councilmember Schuler commented that Small Business Saturday is Saturday, November 29 and th encouraged everyone to support our local businesses. She also reminded everyone that the annual Downtown Open House will be Thursday, December 4 . th Mayor Bell also commented on Small Business Saturday and she stated that Local Crowd Funding awards will be awarded this week to Serendipity, Ana’s on Main Street, and Moon Flower Yoga. Voting Delegate/WAM Winter Meeting Councilmember Perkes moved, Councilmember Schuler seconded, to select Saundra Meyer as the Official Voting Delegate and David Welling as the Alternate Voting Delegate for the 2015 Annual WAM Winter Workshop Business Meeting to be held in Cheyenne, Wyoming, Wednesday, January 21, 2015. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Final Acceptance/Water Storage Tank Replacement Project Councilmember Rex moved, Councilmember Welling seconded, to authorize final acceptance and payment of retainage to SCI, Inc., for the Water Storage Tank Replacement Project. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Excess City Assets Councilmember moved, Councilmember Perkes seconded, to declare listed items as excess city assets to be sold at a future surplus sale. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, W elling, Meyer, Schuler. Resolution 14-72 Councilmember Schuler introduced Resolution 14-72. Councilmember Schuler moved, Councilmember Meyer seconded, to adopt Resolution 14-72. ---PAGE BREAK--- Resolution 14-72: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING, RATIFYING THE EXECUTION OF A. COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT W ITH THE W YOMING BUSINESS COUNCIL TO OBTAIN FUNDS FOR TO EXPAND AND IMPROVE THE EARLY CHILDHOOD BUILDING, (the “KMAC BUILDING”). W HEREAS, the City of Evanston has been awarded a grant from the W yoming Business Council, Division of Investment Ready Communities, to expand and renovate the KMAC Building to better serve the youth of the community; and W HEREAS, it is necessary for the City to execute a Community Development Block Grant Agreement with the W yoming Business Council in order to receive the funds. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming as follows: Section 1. The execution of the attached Development Block Grant Agreement with the W yoming Business Council by the Mayor and City Clerk to obtain funds for the KMAC Building expansion project is hereby approved and ratified. Councilmember Meyer moved, Councilmember Welling seconded, to adopt Resolution 14-73. Resolution 14-73: A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES W ITH THE EVANSTON HOUSING AUTHORITY, TO ASSIST IN THE PROVISION OF HOUSING OPPORTUNITIES TO MEMBERS OF THE COMMUNITY. W HEREAS, the Housing Authority has been established and operates to provide housing opportunities to members of the community, including low income members; and W HEREAS, the Housing Authority has requested the City convey to it the surplus property of a 2003 Dodge Dakota motor vehicle, so that it can more efficiently and effectively provide housing services to the community; and W HEREAS, the City has determined that it is in the public’s interest to enable and assist the Housing Authority in providing housing services, by conveying a surplus motor vehicle pursuant to this Contract for Services; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, as follows: Section 1. The Mayor is authorized to execute and the City Clerk attest the attached Contract for Services to convey to the Housing Authority the surplus property of a 2003 Dodge Dakota motor vehicle, so that the Housing Authority can more efficiently and effectively provide housing services to members of the community, particularly low income members. Councilmember moved, Councilmember Perkes seconded, to adopt Resolution 14-74. Resolution 14-74: A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE TENDER MERCY ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. ---PAGE BREAK--- W HEREAS, Kerry J. Bennion and Keena L. Bennion, (the “Subdivider”), has made application to the governing body of the City of Evanston, W yoming for approval and authorization of the proposed subdivision entitled the Tender Mercy Addition, a subdivision located within the City of Evanston, W yoming; and W HEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, that: Section 1. The final plat of the Tender Mercy Addition is hereby approved, accepted and authorized and described in particularity as follows, to-wit: The Tender Mercy Addition a subdivision of Lots 8 and 9 of the Brook Hollow Subdivision Phase 4, the boundary of said Addition being more particularly described as follows: BEGINNING at the Southwest corner of said Lot 8, running thence N 00E00'00" E, 98.13 feet along the W est line thereof to the Northwest corner; thence N 90E00'00" E, 150.00 feet along the North lines of said Lots 8 and 9 to the Northeast corner of Lot 9; thence, along the East and South lines of Lot 9 and the South line of Lot 8, S 00E00'00" W , 66.00 feet to the P.C. of a curve concave to the W est having a radius of 120.00 feet; thence Southerly 49.91 feet along the arc of said curve through a central angle of 23E49'56" to a point of compound curvature of a curve concave to the North having a radius of 15.00 feet; thence Southerly and W esterly 25.05 feet along the arc of said curve through a central angle of 95E40'34" to a point of reverse curvature of a curve concave to the Southwest having a radius of 180.00 feet; thence W esterly 92.70 feet along the arc of said curve through a central angle of 29E30'30" to a point tangent; thence N 90E00'00" W , 30.00 feet to the POINT OF BEGINNING. Said addition containing 15,891 square feet, more or less. Section 2. The Mayor and City Clerk are hereby authorized and directed to enforce the mandates of chapter 22 of the Code of the City of Evanston with regard to the filing of the final plat with the County Clerk of Uinta County, W yoming as by law required. She also reminded everyone that the annual Downtown Open House will be Thursday, December 4 . th Public Participation Larissa Sneider invited all those who would be alone on Thanksgiving to attend the Senior Citizen Thanksgiving Dinner and also welcomed volunteers to help with the dinner.
