EVANSTON CITY COUNCIL Second Regular Meeting March 17, 2015 The official record of proceedings of the second regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Lieutenant Rhett Groll led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor W illiams; Councilmembers Tim Andy Kopp, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; Director of Planning & Development, Paul Knopf; City Engineer, Brian Honey; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Dennis Poppinga; Assistant Director of Parks and Recreation, Jay Dee Nielsen; Deputy City Clerk, Nancy Stevenson; and Police Lieutenant, Rhett Groll. Police Chief, Jon Kirby and City Treasurer, Kathy Defa were excused. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held March 3, 2015 and a Work Session held March 10, 2015 was approved as presented. Revenue & Expenditure Report Councilmember Welling moved, Councilmember Kopp seconded, to approve the Revenue and Expenditure Report. Council Comments Councilmember reminded everyone of the Celtic Festival that will take place this week. Councilmember W elling welcomed Saundra Meyer back from Cheyenne and thanked her for the good things she was able to accomplish for W yoming Cities and Towns while she was there. Councilmember Meyer reported that the State Capitol will be going through some extensive renovations. ---PAGE BREAK--- Councilmember Schuler also welcomed Saundra back and thanked her for all her help with W AM during the legislative session. Mrs. Schuler also reminded everyone of the W omen Conference this weekend. Mayor W illiams congratulated the EHS Dance Team for being state champions and the Cheer Team for being runners up at State. Resolution 15-18 Councilmember Meyer introduced Resolution 15-18. Councilmember Meyer moved, Councilmember Welling seconded, to adopt Resolution 15-18. Resolution 15-18: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A EMPLOYER PLAN SELECTION WITH THE WYOMING EDUCATOR’S BENEFIT TRUST (W EBT) TO PROVIDE ADMINISTRATIVE AND ADVISORY SERVICES W ITH RESPECT TO THE CITY EMPLOYEE MEDICAL, VISION, LIFE INSURANCE PROGRAMS.. W HEREAS, one of the benefits the City provides to its employees is medical, vision and life insurance programs; W HEREAS, the W yoming Educator’s Benefit Trust (W EBT) provides administrative and advisory services for the City, with respect to the programs; and W HEREAS, the City needs to make a plan selection for W EBT to administer; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Employer Plan Selection between the City of Evanston, the Employer Plan selection between the City of Evanston and the W yoming Educator’s Benefit Trust (W EBT) a copy of which is attached hereto. Councilmember moved, Councilmember Perkes seconded, to adopt Resolution 15-19. Resolution 15-19: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE SALE OF REAL PROPERTY AND THE EXECUTION AND DELIVERY OF A QUITCLAIM DEED TO ROCKY MOUNTAIN PIPELINE SYSTEM LLC, A DELAW ARE LIMITED LIABILITY COMPANY. W HEREAS, the City of Evanston has advertised for intended sale the real property described below pursuant to W 15-1-112; and W HEREAS, the City conducted a public auction to sell the real property on March 12, 2015, in accord with the advertisement of intended sale; and W HEREAS, Rocky Mountain Pipeline System LLC submitted the high bid to purchase the property, in the sum of 49,000.00; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The sale of the real property described below to Rocky Mountain Pipeline System LLC for the high bid is hereby accepted and approved. Said real property being more particularly described as: Lot 28 of the Evanston Industrial Center Fourth addition to the City of Evanston, Uinta County, W yoming. Section 2. Comments/Remarks Dennis Popping announced that the Golf Course will be opening in the next few days and also, that the next “Meet and Greet” will be on April 22, 2015.
