EVANSTON CITY COUNCIL First Regular Meeting January 6, 2015 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Mayor Kent W illiams led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor W illiams; Councilmembers Tim Andy Kopp, Evan Perkes, David W elling, Saundra Meyer and W endy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; City Engineer, Brian Honey; City Treasurer, Kathy Defa; Director of Planning & Development, Paul Knopf; Police Lieutenant, Ken Pearson; Director of Parks and Recreation, Dennis Poppinga; Public W orks Director, Oop Hansen; Assistant Director of Parks and Recreation, J.D. Nielson; and Deputy City Clerk, Nancy Stevenson. Police Chief, Jon Kirby was excused. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held December 16, 2014 and the Special City Council Meeting held December 23, 2014 were approved as presented. Council Comments Councilmember Kopp expressed his appreciation for the swearing in ceremony. Councilmembers Perkes, W elling, Meyers, and Schuler all thanked those involved in arranging for the swearing in ceremony and welcomed Mayor W illiams and Councilmember Kopp. Mayor W illiams also expressed his appreciation to the employees and all those who attended the swearing in ceremony. Appointment of Department Heads/Attorneys/Municipal Judges Councilmember moved, Councilmember Perkes seconded, to confirm the Mayor’s appointment of the following Department Heads, Attorneys and Municipal Judges: Chief of Police - Jon Kirby Director of Planning and Development - Paul Knopf City Engineer - Brian Honey Director of Public Works - Allan Hansen City Treasurer - Kathy Defa Director of Administrative Services/City Clerk - Amy Grenfell City Attorney - Dennis Boal City Prosecutor - Paul Skog Municipal Court Judge - Mark Harris Alternate Municipal Court Judge - Ammon Francom The motion passed unanimously with 6 yes votes: Kopp, Perkes, W elling, Meyer, Schuler. Election of Council President Mayor Williams called for nominations for the election of Council President. Councilmember moved, Councilmember Schuler seconded, to nominate Councilmember David Welling as the Council President. The motion passed unanimously with 6 yes votes: Kopp, Perkes, W elling, Meyer, Schuler. Financial Disclosure Statements Councilmember Welling moved, Councilmember Meyer seconded, to accept Financial Disclosure Statements from the Mayor, City Councilmembers, City Clerk and the City Treasurer. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Authorize Letter/Rail Car Tax Exemption Councilmember Schuler moved, Councilmember Meyer seconded, to authorize the execution and issuance of a letter to the Revenue Committee of the Legislature supporting the continuation of the Rail Car Tax Exemption. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Resolution 15-01 Councilmember Perkes introduced Resolution 15-01. Councilmember Perkes moved, Councilmember Welling seconded, to adopt Resolution 15-01. Resolution 15-01: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING RATIFYING THE EXECUTION OF A GRANT AGREEMENT W ITH THE W YOMING OFFICE OF STATE LANDS AND INVESTMENTS TO RECEIVE CONSENSUS GRANT FUNDS FOR THE K.M.A.C. BUILDING ADDITION PHASE 2 PROJECT. W HEREAS, the City of Evanston participates in the Consensus List Block Grant Program to assist in financing capital improvements within the community; and ---PAGE BREAK--- W HEREAS, it is necessary for the City to execute the attached Grant Agreement with the W yoming Office of State Lands and Investments in order to receive Consensus Grant funds for the K.M.A.C. Building Addition Phase 2 Project; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming as follows: Section 1. The Mayor’s execution of the Grant Agreement with the W yoming Office of State Lands and Investments to receive Consensus Grant Funds for the K.M.A.C. Building Addition Phase 2 Project, a copy of which is attached hereto, is hereby approved and ratified. PASSED, APPROVED AND ADOPTED the 6 day of January, 2015. th Kent H.
