Statement of Understanding A. The applicant (undersigned) agrees to comply with the guidelines and procedures of the Video Surveillance Loan Program. B. The applicant understands that in order to be eligible for the loan program, a business owner must demonstrate that the business is independently owned and one of no more than three locations owned, in the case of a small chain or franchise. C. The applicant understands that corporate-owned, chain retail stores or restaurants are not eligible to participate in the loan program. D. The applicant understands that in order to be eligible for the program, a shopping center or an applicants ownership in a center, must be less than one acre. E. The applicant understands that in order to be reimbursed, the applicant must: 1. Submit invoices and contracts for equipment, as well as cancelled checks or receipts, showing that all costs have been paid in full. 2. Submit proof of Police Department final inspection and approval for installed equipment within 90 days. 3. Submit proof of any related Building Permit final inspection documentation. F. The applicant understands that annual loan payments will be forgiven each year, as long as video surveillance equipment is maintained in working order. The El Cerrito Police Department will provide an annual inspection and certification to ensure that video equipment is maintained and working properly. G. The applicant understands that annual loan payments will be required to be paid in full in any year that the business owner does not receive Police Department certification that the video equipment is maintained and working property or if the business ceases operations prior to the end of the loan term.
