City of El Cerrito Street Restoration Requirements for Private Contractors May 2010 1. Restoration Requirements on Moratorium Streets Planned/Non-emergency work • Cape Seal or Overlay/Inlay treatments - NO work is permitted • Slurry or Chip Seal treatments (Prior to 2009) – YES work is permitted with payment of the restoration fee, the preferred option, or actual restoration work by the applicant. If restoration work is to be done by private contractor, Type A of the “Applicable standard details and special provisions” below applies. Emergency Work • Slurry or Chip Seal treatments (Prior to 2009) – Payment of the restoration fee, the preferred option, or actual restoration work by the applicant is required. If restoration work is to be done by private contractor, Type of the Applicable standard details and special provisions below applies. • Cape Seal treatment – For sewer lateral repairs, private contractor must first work with Stege Sanitary District to assess if alternative repair work not requiring street excavation is feasible. The City Public Works Department must be notified by Stege Sanitary District if alternative repair work is not feasible. If street excavation is necessary for emergency repairs and street restoration work is to be done by private contractor, Type A of the “Applicable standard details and special provisions” below applies. However, the private contractor can choose to pay the restoration fee. • Overlay/Inlay treatments – For sewer lateral repairs, private contractor must first work with Stege Sanitary District to assess if alternative repair work not requiring street excavation is feasible. The City Public Works Department must be notified by Stege Sanitary District if alternative repair work is not feasible. If street excavation is necessary for emergency repairs, street restoration work must be completed by private contractor. Type D of the “Applicable standard details and special provisions” below applies. 2. Applicable standard details and special provisions Type A – Restoration of Slurry/Chip/Cape Seal by Private Contractors The City of El Cerrito Standard Permit Conditions and Standard Detail for Trench Structural Section shall apply. The work is on a street with an excavation moratorium and requires slurry seal restoration as follows: Type II Slurry application for the length of the trench plus three feet on both sides and for the width of the affected lane(s) between centerline or lane line and nearest lane line or gutter. If there is no centerline or lane line, the restoration width shall be gutter to gutter. Manufacturer’s material certificate of compliance for asphalt concrete must be submitted to City for approval. Type D - Restoration of Overlay/Inlay by Private Contractors The City of El Cerrito Standard Permit Conditions and Standard Detail for Trench Structural Section shall apply. The emergency work is on a street with an excavation moratorium and requires pavement restoration as follows: pavement shall be ground down to accept 0.15 feet of ½ inch Type A Asphalt Concrete for the length of the trench plus two foot on both sides and for the width of the affected lane(s) between centerline or lane line and nearest lane line or gutter. If there is no centerline or lane line, the restoration width shall be gutter to gutter. Manufacturer’s material certificate of compliance for asphalt concrete must be submitted to City for approval.
