THE POSITION Incumbents in this class perform a wide variety of complex clerical and technical work, and provides detailed information and assistance to the public and City staff regarding departmental programs, policies and procedures which may require the interpretation, explanation and application of specific policies and procedures. Incumbents receive general supervision from management, professional or technical staff. A vacancy for this position currently exists in City Administration—Office of the City Clerk. The Office of the City Clerk seeks to provide the best possible service to the residents of El Cerrito, the City Council, City staff, and other public agencies, and to strengthen public trust in government. The Office supports the City’s legislative process, facilitating interaction between the legislative process and the community. In addition, the Office of the City Clerk provides administrative support to elected officials and City staff, election support, and a variety of duties including implementing campaign finance laws, administration of City Boards and Commissions, updating the Municipal Code, processing bids and contracts, meeting and event coordination, and Citywide records management. The Administrative Clerk Specialist will play a key role in support of the City Clerk, and will be responsible for assisting with the maintenance of vital city records, providing public information, coordinating meetings and events, and performing a variety of customer service functions including support of the City’s Passport Acceptance Office. THE IDEAL CANDIDATE The City is looking for an individual who can demonstrate clearly that s/he has the following background and competencies: Knowledge of: techniques for providing customer service for a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone; general organizational functions and operation of a professional office environment; interpretation of detailed department and Citywide policies and procedures; computer applications related to the work, business writing; English usage, spelling, grammar and punctuation; modern office practices, procedures, methods and equipment. Ability to: process information on a number of operational program or Citywide issues that require a wide range of operational or organizational knowledge; perform routine to complex clerical work including managing records and compiling information for reports; communicate effectively, both orally and in writing; operate computers, office machines and equipment. Typical duties include: Assist the public in person, via email, or over the telephone, providing exemplary customer service in a professional and courteous manner Provide detailed information to the public on complex departmental policies, procedures, and processes Apply appropriate procedures in providing service for the City’s Passport Acceptance Office, and collect and process appropriate fees Perform day-to-day administration and clerical support over activities such as maintaining records, legislative history, event coordination and planning, and public information Research, compile and summarize a variety of information for residents and customers Prepare original correspondence, memos and narrative or statistical reports; maintain and update department databases Perform a wide variety of general clerical work including the maintenance of accurate and detailed records; verify accuracy of information, researching discrepancies and recording infor- mation; cash handling and invoice procedures, posting information to the City’s website, and order and maintain of- fice supplies Employment Applications can be completed online at www.el-cerrito.org/apply. Education: Equivalent to the twelfth grade, including or supplemented by business, computer or related courses. College level coursework is a plus. Customer service experience, dealing with the public, and bilingual skills are highly desirable. This position provides customer service for the City’s Passport Acceptance Office, and it is desired that the incumbent be trained and certified as a Passport Acceptance Agent. (Qualifications and certification as a Passport Acceptance Agent are determined by the U.S. Department of State, and would require an additional background check) COMPENSATION & BENEFITS Salary: $3,267 to $3,972 per month. Appointment may be made at any step of the five step salary range depending, in part, upon qualifications.
