Human Resources Division 10890 San Pablo Avenue El Cerrito, CA 94530 www.el-cerrito.org www.el-cerrito.org Career Opportunity BUILDING INSPECTOR I / II COMPENSATION & BENEFITS The City offers a competitive salary coupled with a generous benefit package, which are summarized below: Compensation: I: $4,425—$5,378 per month II: $4,887—$5,941 per month Appointment may be made at any step of the five step salary range depending, in part, upon qualifications. Work Schedule: 37.5 hours per week. Vacation: 11 working days after one year of service; additional days earned with additional years of service. Holidays: 14 1/2 paid holidays per year. Sick Leave: Sick leave is accrued at the rate of 8.75 hours per calendar month. Short and Long Term Disability: City pays full cost of employee’s premium. Health Plans: Choice of three plans: Kaiser, Health Net HMO and Health Net PPO. City contributes up to the family Kaiser premium per month. Dental Insurance: City contributes the full premium for the employee and family. Life Insurance: Amount equal to annual salary to nearest $1,000 (max $100,000). City-paid premium. Retirement: The employee pays 3% of the member contribution to Public Employees Retirement System (2.7% at 55 for current members and 2% at 62 for new members, plan is Integrated with Social Security). The City and employee each pay own contribution to Social Security. Bilingual Pay: $100 per month for approved languages. Longevity Pay: $1,000 annually after completion of 15 or more years of service. This position is union represented and will require union fees. THE DEPARTMENT AND POSITION The Building Inspector I / II positions perform a variety of types of building inspection duties at various stages of construction, alteration, and repair; and assists in the review of building plans and specifications. Both levels receive supervision from the Building Official and possibly secondary supervision from the Fire Marshall. Building Inspector II may exercise functional and technical supervision over less-experienced staff. Position will be filled at either I or II level, depending on the experience of the candidate. ESSENTIAL FUNCTIONS  Making field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of the city, county, state and federal agencies. May also perform complex inspection duties in the fire prevention field.  Must assist in the conduct of zoning and general land use, and code enforcement inspection work as assigned. THE “IDEAL” BUILDING INSPECTOR I / II It is anticipated that the Building Inspector I / II will be team-oriented. The City is looking for an individual who can demonstrate clearly that he/she has the following background and competencies: Experience and Education:  A minimum of three years of experience in the building construction field as a journey-level plumber, electrician, carpenter, or related craftsperson. In addition, level II requires one year of experience performing duties comparable to those of a Building Inspector I for the City of El Cerrito.  Equivalent to completion of the twelfth grade. Licenses/Certificates:  Possession of, or ability to obtain, a valid California Driver’s License.  Building Inspector certification from the International Conference of Building Officials is highly desired for Level II. ESSENTIAL QUALIFICATIONS Knowledge, Skills and Abilities:  Knowledge of accepted safety standards and methods of building construction;  Knowledge of building-related codes and ordinances enforceable by the City, specifically, the 2013 California Building Code.  In addition, level II requires knowledge of the principles and techniques of building inspection work.  Ability to apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices;  Ability to learn to perform journey-level inspection skills in a variety of specialty trade areas and to perform competent and efficient work as a combination Building Inspector/Fire Inspector; and enforce necessary regulations with firmness and tact;  Ability to learn to enforce a variety of zoning, general land-use and related City codes;  Ability to read and interpret building plans, specifications, and building codes; understand and carry out oral and written directions and to communicate clearly and concisely, both orally and in writing.  Ability to determine that construction systems conform to City code requirements; apply City codes and policies regarding zoning, environmental matters, and other regulations to field situations; and work independently without supervision. EVALUATION & SELECTION PROCESS Candidates who meet the minimum qualifications for the position will continue in the recruitment process and be invited to participate in an oral interview. Each candidate will meet with an appraisal panel to discuss his/her qualifications. Those persons deemed to be best qualified by the interview panel will have their names placed on an employment list which will be used by the City for final interviews and appointment. Candidates must successfully pass a background check including fingerprinting. A medical examination will be given following a conditional offer of employment.
