AGENDA BILL Agenda Item No. S(E) Date: August 21, 2012 To: El Cerrito City Council From: Christopher Jones, Recreation Director Subject: Co-Sponsorship Application-Friends of the El Cerrito Library ACTION REQUESTED Adopt a resolution authorizing the City Manager to grant co-sponsorship status to the Friends of the El Cerrito Library for use of City facilities. BACKGROUND The Friends of the El Cerrito Library is a non-profit, 50l(c)3 group in El Cerrito that was founded over fifty years ago. The purpose of the association is: 1. To support the programs of the El Cerrito Library; 2. To maintain an association of persons interested in books and libraries; 3. To focus attention on the Library's services, facilities, and needs; and 4. To stimulate gifts of books, services, money, endowments, and bequests to benefit the Library. Over the years, the Friends of the El Cerrito Library has contributed over $10,000 annually to the library for materials and furniture, and to support programming for children, teens, and adults. They have also helped to publicize the library by staffing a booth each year at El Cerrito's Fourth of July Celebration, writing press releases about library activities, and offering public programs to the community featuring speakers on various topics of interest. The Friends of the El Cerrito Library is seeking co-sponsorship in order to have access to larger meeting facilities at reduced rates and to increase their recognition and outreach in the El Cerrito Community. On February 7, 1977 the City Council established a co-sponsorship policy that would assist community non-profit organizations in providing leisure services to El Cerrito residents. The policy provided provisions that would assist community organizations in making public facilities and other services available for the growth and continuation of programs, and to insure that public facilities are being used for the best welfare of the community. ---PAGE BREAK--- Agenda Item No. 5(E) On October 6, 1980, the City Council amended the co-sponsorship policy on the recommendation of the Park and Recreation Commission. This policy governed the relationship between the City and non-profit organizations in the provision of recreation programs in the community. The policy was adopted to formalize a procedure in which groups would receive the use of public facilities at a reduced cost and provide priority usage of City facilities. On March 19, 2001, the City Council approved a process to review all requests from community based organizations, co-sponsored facility use and funding. The process separated out co-sponsorship from asking for funds. ANALYSIS The Friends of the El Cerrito Library's mission and practices conform to Administrative Policy/Procedure I A 5 by increasing community involvement and service in El Cerrito as well as being a 501 ( c )3 tax exempt organization. FINANCIAL CONSIDERATIONS Granting of co-sponsorship status to the Friends of the El Cerrito Library would~· allow the organization to be charged the reduced, co-sponsorship rates for facility rentals pursuant to the City's Master Fee Schedule. WHEREAS, on March 19, 2001 the City Council approved a process to review all requests from community based organizations for facility use and funding; and WHEREAS, the Friends of the El Cerrito Library desire access to larger meeting facilities at reduced rates to further their mission of supporting the El Cerrito Library; and I_ WHEREAS, the City provides support for community based organizations that have made successful applications to the City for co-sponsored facility use or grants; ~iid WHEREAS, the Friends of the El Cerrito Library is recognized as a 501(c)3 tax exempt organization by the Internal Revenue Service; and WHEREAS, community organizations through their design, improve and enhance the quality of life in El Cerrito; and WHEREAS, public facilities are to be used to benefit the El Cerrito community. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of El Cerrito that it hereby approves co-sponsorship status for the Friends of the El Cerrito Library and authorizes application of the co-sponsorship rates as established by the 2012- 13 Master Fee Schedule for the use of the City facilities. BE IT FURTHER RESOLVED, that this resolution shall become effective immediately upon its passage and adoption.
