AGENDA BILL Agenda Item No. 5(F) Date: January 15, 2013 To: El Cerrito City Council From: Scott Hanin, City Manager Subject: Adjustment to City Clerk Salary Control Point ACTION REQUESTED Consider adoption of a resolution of the City Council of the City of El Cerrito amending Section 2.1 of Resolution 2006–52, adjusting the salary control point for the City Clerk position to $11,247. BACKGROUND Compensation is set for management and technical employees by City Council resolution, rather than through a collective bargaining agreement. In order to determine salaries for employees covered under this resolution, historically a compensation survey of surrounding agencies is conducted similar to other bargaining units and consistent with past practice. Control points for salaries are then determined based on the results of the survey. The control points for this group have not been surveyed since early 2006. In certain cases, a control point may be adjusted based on internal equity issues, difficulty in recruiting qualified individuals or because of difficulties in finding reasonably comparable positions to survey. In regard to the City Clerk position, the current control point does not reflect the current position’s responsibilities and importance. Over the past 6-8 years the position has evolved dramatically from one that was largely clerical and secretarial to a key position in the senior management team of the City. The current City Clerk attends all department head meetings and two years ago assumed responsibility over the Information Technology division. The City Clerk currently also assists the City Council with all of their responsibilities, implemented and oversees our passport program, keeps current and maintains the historical record of the City and provides general administration over elections and Boards, Committees and Commissions recruitments. Unfortunately, when surveying other cities, the range of responsibilities of the various city clerks surveyed varies greatly; some are elected, others are more clerical and some act as senior management similar to El Cerrito. Because of this, it is difficult to accurately survey to get a proper control point. Additionally, the control point is not reflective of the reporting relationships between certain positions covered by Resolution 2006-52. For example, the current control point (which has been adjusted periodically by a COLA from the numbers listed in the resolution) for the Information Technology Manager position–which is supervised by the City Clerk—is $10,711, compared with $7,140 for the City Clerk. It is anticipated that staff will return later in the year with a revised Management Resolution for consideration by the City Council, including updating the control points to actual amounts based on City Council-approved COLAs since 2006 and any other issues that need to be considered. FINANCIAL CONSIDERATIONS Over the years, the City Council has periodically approved a change to surveyed control points to more accurately reflect the current responsibilities of the position and to more accurately reflect fair compensation and internal equity. In the case of the City Clerk position, it is recommended that the control point be adjusted to 5% above the two highest non-department head control points (IT Manager and Human Resources Manager) to $11 ,24 7. The current actual salary of the City Clerk position is $8,651. Adjustment of the control point will not automatically change the salary. Adjustments to salaries are based on actual performance and an outstanding evaluation. If the current City Clerk salary was to be adjusted to the proposed control point, the annual additional expense including benefits would be approximately $40,000. Resolution Page 2 ---PAGE BREAK--- Agenda Item No. 5(F) Attachment 1 RESOLUTION 2013-XX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CERRITO AMENDING SECTION 2.1 OF RESOLUTION 2006–52, SPECIFYING COMPENSATION AND WORKING CONDITIONS FOR NON-PUBLIC SAFETY MANAGEMENT WHEREAS, the City Council adopted Resolution 2006–52, which specifies the compensation and working conditions for non-public safety management effective July 1, 2006; and WHEREAS, periodically, certain control points used to determine compensation require re-evaluation and adjustment to better reflect actual responsibilities and considerations related to internal equity; and WHEREAS, the City Clerk control point does not reflect current responsibilities and internal salary relationships accurately; and WHEREAS, the control point should be adjusted to more accurately reflect actual responsibilites. NOWTHEREFORE, BE IT RESOLVED, that the City Council of the City of El Cerrito hereby amends Resolution No. 2006–52 by amending Section 5.6 to adjust the city clerk control point as follows: 2.1 A. The following control points shall apply and serve as the midpoint of approved salary ranges.
