CITY HALL 10940 San Pablo Avenue El Cerrito, CA 94530 ScCAP Solar PV Systems Joint Municipal Procurement QUESTIONS AND ANSWERS From Mandatory Pre-Proposal Meeting February 6, 2012 Q1) For the projects with carports, are there soil reports available? If not, how will the cities deal with the cost of soils reports? Will the cities cover the costs or do the bidders incorporate the costs in the construction costs? Geotechnical studies exist for the following sites (or sites adjacent):  ELC02- El Cerrito Fire Station 72  ELC04- El Cerrito Public Works Corp Yard  ELC14/15 – El Cerrito Community Center Offices and Pools For all other sites with carports, bidders should include in their proposal all costs to provide soils reports necessary for construction. Please state your assumptions for the cost of the studies. Q2) The large pine tree shading the Albany City Hall will adversely affect the energy production of a potential solar installation at City Hall. Is there a plan to remove or significantly trim the tree to provide better solar potential? No. Q3) In the site surveys, what do the red squares indicate? The red squares indicate the location of a site’s meter. Q4) Can we propose to install systems outside of the green areas indicated in the site surveys? If the bidder finds a more optimal configuration for their proposed technology at a particular site than what is provided in the site surveys, the bidder may propose an alternative. This should be clearly indicated both graphically and in the proposal. However, bear in mind that the possible array locations marked in the site surveys were based on careful consideration of issues found during site investigations and interviews with building owners. These issues are usually discussed in the surveys. Q5) What are the chances that the cities will directly fund any of the bundles? Finding a PPA investor for all 25 sites will be difficult. The sites have been grouped into three bundles to increase the potential for appropriate financing for the size of the project. Some cities may directly fund their project but they will make that determination after proposals have been received and evaluated. Firms are required to provide a proposal both for direct purchase and for the use of an alternative financing mechanism, such as, but not limited to, a PPA, Lease-Purchase, or some other 3rd party financing.
