AGENDA BILL Agenda Item No. 5(B) Date: August 20, 2013 To: El Cerrito City Council From: Sukari Beshears, Human Resources Manager SUBJECT: City Classification Plan Amendments ACTION REQUESTED Adopt a resolution amending the City’s Classification Plan to establish the class of Community Service Officer with an initial salary range of $4,110 to $4,902 per month. and approve a side letter of agreement between the City and the Police Employees Association to include the classification of Community Service Officer. BACKGROUND City management has reorganized and restructured several departments to align services with the City’s focus on priorities and goals. Human Resources is working closely with departments to ensure that the City’s Classification Plan and job descriptions are updated to reflect changes made during the budget process. Police Department Staff proposed the creation of the Community Service Officer (CSO) classification as part of the adoption of the Fiscal Year 2013-14 budget. The CSO is a non-sworn classification in the Police Department that will perform non-hazardous duties and responsibilities in support of sworn personnel. ANALYSIS Based on a review of the current structure and business needs within the Police Department, it is necessary to establish a non-sworn classification that would provide the flexibility to assist sworn personnel and perform duties that are not necessary to be performed by sworn officers. A survey of other cities was conducted and revealed that the Community Service Officer (CSO) classification meets the needs of the department. Personnel assigned to CSO will work forty hours a week and receive general supervision from higher level sworn personnel. The CSO will be represented by the Police Employees Association (PEA). All non-sworn staff in the department are represented by PEA and it is appropriate for the CSO to be represented by PEA. City staff met with representatives from the PEA regarding the creation and representation of this class and PEA is in agreement. The City Council’s policy on compensation is to establish compensation ranges for all positions based on both external and internal comparisons. Staff conducted a compensation survey and reviewed the survey results in comparison with internal pay equity. As a result of the external and internal comparisons, staff is recommending that ---PAGE BREAK--- Agenda Item No. 5(8) the compensation for the CSO classification be set at an initial salary range of $4,110 to $4,902 per month. FINANCIAL CONSIDERATIONS There will be no additional costs to the Police Department associated with this action and it is within the adopted FY 2013-14 budget. Exhibit B - PEA Side Letter Page 2 ---PAGE BREAK--- Agenda Item No. 5(B) Attachment 1 RESOLUTION 2013-XX RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CERRITO AMENDING THE CITY CLASSIFICATION PLAN AND ADOPTING A SIDE LETTER OF AGREEMENT BETWEEN THE CITY AND THE POLICE EMPLOYEES ASSOCIATION TO INCLUDE COMMUNITY SERVICE OFFICER WHEREAS, the City Council of the City of El Cerrito has an adopted Classification Plan for positions in the City’s service; and WHEREAS, the current Classification Plan does not include a class description for the Community Service Officer as approved in the adopted FY 2013-14 operating budget; and WHEREAS, the El Cerrito Police Employees Association is recognized as the majority bargaining unit for police officer, corporals, sergeants and all non-sworn police employees; and WHEREAS, the City must amend the Classification Plan and the Police Employees Association Memorandum of Understanding to include the Community Service Officer class and establish compensation. NOW THEREFORE, BE IT RESOLVED, that the City Council does hereby amend the City’s Classification Plan to establish the class specification of Community Service Officer, as specified in Exhibit A; and adopt the Side Letter of Agreement between the City of El Cerrito and the El Cerrito Police Employees Association to include the Community Service Officer class and establish compensation, as specified in Exhibit B, to this resolution and incorporated by reference. Specifications are not intended to reflect all duties performed within the job. DEFINITION Under general supervision performs a variety of non-hazardous law enforcement duties in support of sworn Police Department staff. DISTINGUISHING CHARACTERISTICS This is a non-sworn position that is responsible for providing assistance to sworn personnel. It is distinguished from Police Officer in that the latter is a sworn peace officer and performs the full range of law enforcement duties and responds to hazardous police emergency calls. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from higher level sworn personnel. ESSENTIAL FUNCTION STATEMENTS Essential responsibilities and duties may include, but are not limited to, the following: Essential Functions: Provide support in patrol, investigations and other divisions within the police department Assist police officers in routine non-hazardous investigations. Respond to citizen complaints and assistance at the counter. Respond to and investigate non-injury traffic collisions. Prepare and file routine reports and correspondence such as burglary, stolen car, traffic accident, parking enforcement and lost and found property. Issue citations for parking violations. Process, collect and document property crime scenes for latent fingerprints. Collect and document evidence from crime scenes. Perform traffic control, non-violent crowd control and administer first aid as necessary. Transport victims, witnesses and equipment. Perform live scan fingerprints for detainees and the public. Observe and report damaged street signs, inoperative traffic signals and curb markings in need of maintenance Refer violations and complaints by citizens to proper authorities and departments. Locate, investigate and interview victims and witnesses. Record, analyze and evaluate statements made by victims, witnesses and non-custodial suspects. May assist with processing cooperative detainees. May testify in court or at hearings regarding case records and investigative activities. A typical way to obtain the knowledge and abilities would be: Experience: Successful completion of the P.O.S.T Basic Police Academy or two years of experience in assisting sworn personnel in performing non-sworn municipal law enforcement duties. Education/Training: High school diploma or G.E.D. License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver’s license. WORK ENVIRONMENT Exposure to: Indoors, Outdoors, Using computer/computer monitor screen, dust/fumes/etc., toxic/caustic chemicals, Works around others, works in a remote location alone, works with others. ---PAGE BREAK--- Agenda Item No. 5(B) Resolution No. 2013–XX, Exhibit B SIDE LETTER AGREEMENT BETWEEN THE CITY OF EL CERRITO AND EL CERRITO POLICE EMPLOYEES ASSOCIATION August 8, 2013 Representatives for the City of El Cerrito and representatives for the El Cerrito Police Employees Association have met and agreed to modify the current Memorandum of Understanding between the City of El Cerrito and the El Cerrito Police Employees Association to recognize that Community Service Officer will be represented by the El Cerrito Police Employees Association as a non-sworn classification assigned to a 40 hour work week. The salary range will be $4,110-$4,902. If the foregoing is in accordance with your understanding, please indicate your acceptance and approval in the space provided below.
