Work Schedule: 37.5 hours per week. Vacation: 11 working days after one year of service; additional days earned with additional years of service. Holidays: 15 1/2 paid holidays per year. Sick Leave: Sick leave is accrued at the rate of 8.75 hours per calendar month. Short and Long Term Disability: City pays full cost of employee’s premium. Health Plans: Choice of three plans: Kaiser, Health Net HMO and Health Net PPO. City contributes up to the family Kaiser premium per month. Dental Insurance: City contributes the full premium for the employee and family. Life Insurance: Amount equal to annual salary to nearest $1,000 (max $100,000). City‐paid premium. Retirement: The City pays 5.5% and employee pays 2.5% of the member contribution to Public Employees Retirement System (2.7% at 55 for current members and 2% at 62 for new members, plan is Integrated with Social Security). The City and employee each pay own contribution to Social Security. Bilingual Pay: $100 per month for approved languages. Longevity Pay: $1,000 annually after completion of 15 or more years of service. This position is union represented and will require union fees. THE DEPARTMENT AND POSITION(S) The Management Assistant performs a variety of paraprofessional, technical and selected administrative work which provides support to the department/division. The Management Assistant manages program or project areas, department/division functions and significant organization processes as assigned. The position receives general supervision by department managers or administrative personnel, and may provide technical and functional supervision to clerical and technical staff. The current vacancy is in the Public Works Department and a future vacancy is anticipated in the Recreation Department. Public Works Department ‐ current vacancy This department administers major programs including encroachment permits and capital improvement projects. The Management Assistant assigned to Public Works will be the primary administrative person for both of these programs. Duties include coordinating permit issuance, fees, inspections and invoicing; contract administration, record keeping, invoicing and tracking of capital improvement projects & associated grants; and being the primary contact with the public, other departments, and outside agencies on the phone and at the front counter. Recreation Department ‐ future vacancy This department provides a variety of recreational and educational activities for youth and adults as well as facility rentals. The Management Assistant assigned to Recreation is the department’s lead in customer service, registrations, recreation software maintenance and support, office coordinator, and accounts payables and receivables. The incumbent also provides administrative support to the Recreation Director. THE “IDEAL” MANAGEMENT ASSISTANT The City is looking for an individual who can demonstrate clearly that he/she has the following background and competencies: EXPERIENCE AND EDUCATION Experience: One to two years working for a public agency, which would familiarize the employee with administrative operations. Knowledge and experience to the assigned position may be required. Education: Equivalent to graduation from a four‐year college with major course work in public or business administration or a related field is desirable. Full‐time administrative work experience contributing to the development of analytical, written and verbal skills may be substituted on a year for year basis. License: Possession of a valid California Driver’s License. Knowledge, Skills and Abilities: Knowledge of procedures and operating details as necessary to assume assigned administrative and technical responsibilities. Knowledge of principles of governmental organization, budgeting and management. Demonstrated ability to analyze problems; reason logically and creatively; make viable recommendations; and prepare written reports. Demonstrated ability to prioritize work and perform a variety of tasks to meet time frames and deadlines; schedule work activities for a specific operation, and monitor for follow‐up. EVALUATION & SELECTION PROCESS Candidates who meet the minimum qualifications for the position will be invited to take the written examination which is pass/fail. The successful candidates will continue in the recruitment process and be invited to participate in an oral interview. Each candidate will meet with an appraisal panel to discuss his/her qualifications. Those persons deemed to be best qualified by the interview panel will have their names placed on an employment list which will be used by the City for final interviews and appointment.
