The Department and Position The Recycling Maintenance Worker – Entry position performs unskilled and semi-skilled labor in the operation and maintenance activities of the City’s recycling program, such as curbside pick-up, drop-off center processing and maintenance duties, including handling, processing and shipping of materials; operates a variety of equipment in the collection and processing of recyclable materials; and provides information to the public on recycling program and procedures. This is the entry or trainee class in the recycling series. The work is physically demanding and is conducted primarily outdoors. This position receives direct and general supervision from the Recycling Operations Supervisor, and from the Recycling Maintenance Workers. This position is subject to D.O.T. random drug and alcohol testing. Examples of Essential Duties Drives a recycling collection truck on designated curbside routes, picking up recycling materials, putting materials into vehicle, and completing route as scheduled; delivers and unloads materials to designated sites as needed. Collects recyclables from a variety of locations, including residences, businesses, City facilities, schools, and BART stations; operates a forklift to move materials, bins and pallets; weighs materials on a digital platform scale; drives a variety of vehicles; performs daily vehicle and equipment safety checks on lights, horn, tire pressure and condition, fluid levels, and other critical parts of the vehicles prior to execution of daily tasks; cleans interior and exterior of vehicles on a regular basis. Maintains the Recycling Center yard, including picking up loose trash, sweeping, rotating empty and full material bins, stacking the materials for distribution and performing routine building/facility maintenance tasks; maintains records relating to inspections, collection activity, material weights, and shipping activity; sorts and manages recyclables by material types, removing contaminants, and processes recyclables accordingly. Provides general customer service functions to Recycling Center patrons; directs patrons in the proper handling and recycling of all materials collected on-site, and provides resources about which items are not accepted and how they may be properly handled, recycled and/or disposed of; addresses questions and/or complaints from the public at the Recycling Center and at the curb. Important and Essential Qualifications Successful applicants will possess the following qualifications: Knowledge of: Uses of hand tools and light equipment; safe working procedures. Ability to: Understand and follow oral and written instructions; interpret and explain policies and procedures; learn to operate a variety of equipment and vehicles including cardboard baler, densifier, forklift, pickup truck, 8-ton recycling truck, and 1-ton utility truck; use and operate common hand and power tools. Experience and Training: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Some experience using hand or power tools and operating light equipment and vehicles or experience in warehouse work, materials delivery or collection. Experience operating a variety of equipment and vehicles including material baler, forklift, pickup truck and 1-ton utility truck preferred. Training: Formal or informal education or training at a level which ensures the ability to read and write at a level necessary for successful job performance. License and Certificates: Class C California Driver’s license by date of hire. Maintenance of such license in good standing throughout employment. Class B California Driver’s license with air brake certification within 6 months of date of hire. OSHA-approved forklift operator certification within two months of hire date. Postmarks will not be accepted. ---PAGE BREAK--- Selection Process The evaluation and selection process will consist of application and supplemental screening and such test or combination of tests that shall be deemed appropriate by the City. Those persons deemed to be best qualified by the interview panel will have their names placed on an employment list which will be used by the department for final interviews and appointment. Candidates must successfully pass a background check including fingerprinting. A medical examination will be given following a conditional offer of employment. Compensation & Benefits The City offers a competitive salary coupled with a generous benefit package, which are summarized below: COMPENSATION: $2,978 to $3,618 per month. Appointment may be made at any step of the five step salary range depending, in part, upon qualifications. BENEFITS: Schedule: City employees work 37.5 hours per week and are eligible for flexible schedules, if approved by their manager. Vacation: 11 working days after one year of service; additional days earned with additional years of service. Holidays: 15 1/2 paid holidays per year. Sick Leave: Sick leave is accrued at the rate of 8.75 hours per calendar month. Short/Long Term Disability: City pays full cost of employee’s premium. Health Plans: Choice of three plans: Kaiser, Health Net HMO and Health Net PPO. City contributes up to Kaiser premium under flexible benefit plan per month for family medical. Dental Insurance: City contributes the full premium for the employee and family. Life Insurance: Amount equal to annual salary to nearest $1,000. City-paid premium. Retirement: The City pays 7% and employee pays 1% of the member contribution to Public Employees Retirement System (2.7% at 55 plan integrated with Social Security). The City and employee each pay own contribution to Social Security. This position is a represented position and will require union fees.
