SPECIAL PROVISIONS NB-1 CITY OF EL CERRITO, PUBLIC WORKS DEPARTMENT NOTICE INVITING BIDS FOR CASTRO PARK FIELD RENOVATION CITY PROJECT NO. C-5032 1. NOTICE IS HEREBY GIVEN that the City of El Cerrito, Contra Costa County, California, will receive sealed bids before 2:00 p.m., on Tuesday, May 5, 2015 in the Public Works Department: 10890 San Pablo Avenue, El Cerrito, California, 94530, at which time said bids will be publicly opened and read. 2. All of said work is to be performed in accordance with Plans and Specifications entitled Castro Park Field Renovation, City project No. C5032. Plans and Specifications are expected to be available April 17, 2015. Paper copies of the Plans and Specifications can be obtained from Reprographics located at 4903 Central Avenue, Richmond, CA 94804 for a non-refundable cost of $45.00 per set. Shipping and handling are extra, depending on the delivery method. Electronic copies of the documents are also available for a non-refundable cost of $30.00 per set. The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above stated project. The general items of work to be done hereunder consist of: Renovation of the existing Castro Park Baseball/Soccer field living turf, including renovation of the existing irrigation system, soil amendments, living turf sod, and a new baseball warning track and such other items or details that are required by the Plans, Standard Specifications, or these Special Provisions to be performed, placed, constructed, or installed. 4. The classification of Contractor’s license required in the performance of this Contract is Class A or C-27. 5. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, the City has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. Compliance with SB 854 and Department of Industrial Relations (DIR) Contractor Registration Requirements – No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)], No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5, This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 7. Pursuant to Section 22300 of the Public Contract Code, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of El Cerrito to ensure performance under the Contract. 9. Each bidder must submit the following documents with its sealed bid: all Proposal pages (pages with page numbering beginning with the letter P, e.g. P-1, P-2, P-3, etc). 10.
