CITY OF EL CERRITO NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR THE ACTIVE TRANSPORTATION PLAN The City of El Cerrito (City) has prepared an Initial Study and Mitigated Negative Declaration for the City’s Active Transportation Plan. In compliance with State California Environmental Quality Act (CEQA) Guidelines Section 15072, the City has prepared this Notice of Intent to inform responsible agencies and other interested parties about the City’s intent to adopt a Mitigated Negative Declaration for the Active Transportation Plan. 1. Project Applicant: City of El Cerrito Public Works Department 10890 San Pablo Avenue El Cerrito, CA 94530 2. Project Description: The Active Transportation Plan (ATP) is a combination of a Bikeways Master Plan and Pedestrian Master Plan and updates the Circulation Plan for Bicyclists and Pedestrians (2007), which established bicycle and pedestrian networks and project lists throughout the City. The ATP includes a set of goals, policies, implementation programs for the bicycle and pedestrian network, and related capital projects to accomplish this vision. The bicycle and pedestrian network only includes areas in the public right-of-way, including sidewalks, portions of streets, public easements and public transit station areas. The ATP does not address roadway or vehicle characteristics. The ATP includes both short- and long-term policies and programs through 2035. 3. Project Location: Citywide 4. Findings: The City has determined that the project described above could have significant impacts on the environment, but that the impacts will be reduced to less- than-significant levels by incorporation of mitigation measures for the design, construction, and operation of the Project. 5. Statement of Reasons to Support the Finding: The basis of proposing a Mitigated Negative Declaration is the finding that although the proposed project could have a significant effect on the environment, all potential impacts could be mitigated to less- than-significant levels through implementation of mitigation measures. 6. Initial Study: The draft Active Transportation Plan and the Initial Study/Mitigated Negative Declaration may be reviewed online at http://www.el-cerrito.org/ATP, or in person during normal business hours at the City of El Cerrito Public Works Department, located at 10890 San Pablo Avenue, El Cerrito, CA 94530. ---PAGE BREAK--- 7. Public Review: The public comment period for this environmental determination will begin on June 29, 2015 and will end on July 29, 2015. The City of El Cerrito welcomes agency and public comments on the document during this period. Comments must be received by 4:00 p.m. on Wednesday, July 29, 2015. 8. Notice of Intent to Adopt a Negative Declaration: Notice is hereby given that the City of El Cerrito Planning Commission will consider adoption of this proposed Mitigated Negative Declaration and its findings at a public hearing on Wednesday, August 19, 2015 at 7:30 p.m., in the Council Chambers at 10890 San Pablo Avenue, City Hall, in El Cerrito. This proposed Negative Declaration does not signify approval or disapproval of this project by City decision-making bodies. The final decision-making body will consider the proposed Negative Declaration together with any comments received during the public review process to determine whether the project will have a significant impact on the environment.
