CITY OF EL CERRITO PROGRAM MANAGER AND SENIOR PROGRAM MANAGER Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To administer and coordinate policies, procedures, projects and/or programs in support of assigned department, division, function or program area; performs a variety of specialized technical work; provides professional assistance and strategy guidance to staff regarding assigned project/programmatic area(s); fosters cooperative working relationships with state and federal agencies, business and community groups and the public; and performs related work as assigned. DISTINGUISHING CHARACTERISTICS Program Manager This is a journey-level position. Positions in this class are assigned difficult and complex assignments in project and/or program area(s) requiring a high degree of knowledge of applicable policies, practices and techniques. Assignments are usually received with general guidelines requiring incumbents to act with considerable independence. This class performs analytical work of average to above average scope and responsibility and designs and coordinates projects and/or programs as assigned. Senior Program Manager This is the advanced journey-level class in the series with responsibility for project and/or program development, administration and financial oversight from conception through completion. Positions in this class are assigned more complex assignments, and manages multiple projects and/or programs requiring thorough knowledge of highly complex and changing laws, regulations and policies affecting assigned projects and programs. The Senior class may have supervisory responsibilities. A great degree of technical input is provided to the City Manager and the Department Head on complex issues. NOTE: Depending on experience, incumbents in the Program Manager class may progress to the next classification level provided that the assigned Department can certify that the employee is working at the required level and possesses the required skills, knowledge and abilities, and provided that budgetary constraints allow for promotion to the next class. SUPERVISION RECEIVED AND EXERCISED Program Manager: Receives general supervision from the Department Head, Division Manager or Senior Program Manager. Senior Program Manager: Receives general supervision from the Department Head. ESSENTIAL FUNCTIONS Essential responsibilities and duties may include, but are not limited to, the following: Program Manager Organize, coordinate and manage one or more significant projects and/or programs; coordinate administrative functions including budget preparation, financial management, contract administration and personnel administration for the project/program. Develop, implement, review and evaluate policies, projects and programs. Participate in the development of recommendations for and implementation of short and long-term ---PAGE BREAK--- CITY OF EL CERRITO Page 2 Program Manager and Senior Program Manager strategies, plans and programs for furthering the City’s goals. Develop policies, procedures and methodologies within compliance requirements; interpret and appl y existing policies; coordinate development of work plans, evaluate work product and provide staff guidance and administrative supervision as required. Make public presentations to legislative bodies and community groups. Serve as the principal contact for the project and/or program and liaison between assigned department and other City departments, committees, and community groups; confer with department head(s), division manager(s), members of professional staff and other officials concerning regulations, policies and procedures; represent the department in a variety of meetings, Boards, Commissions or community groups as part of project/program service delivery. Serve as staff to commissions or boards; prepare agendas and staff reports as directed. Represent the City in meetings and maintain liaison with elected officials, representatives of local, regional, state or other public agencies, businesses, professional and community groups, the media and the public. Prepare and present comprehensive administrative, financial and statistical reports on all aspects of assigned projects and/or programs. Work with vendors and suppliers; write RFP/RFQs, contract and grant applications; negotiate terms, conditions and performance standards. Keep staff informed of complex and changing Federal and State laws and regulations affecting assigned projects and/or programs. Senior Program Manager: In addition to the above, manage the largest and most complex projects and/or programs. Supervise other staff including Program Manager, as assigned. Marginal Functions: Perform related duties as assigned. QUALIFICATIONS: Knowledge of: Program Manager Principles and practices of project planning and program development, management and administration. Consultant oversight practices. Negotiation practices and techniques. Budget preparation and administration. Grant preparation, administration and monitoring. Principles and practices of research, analysis and technical report writing. Senior Program Manager In addition to above: Extensive knowledge of all applicable laws, codes and regulations governing the area of assignment. Principles and practices of planning and administering multiple and complex projects and/or programs. ---PAGE BREAK--- CITY OF EL CERRITO Page 3 Program Manager and Senior Program Manager Extensive knowledge of governmental functions and paths of coordination. Knowledge of personnel supervisory principles and practices is preferred. Ability to: Program Manager Organize, prioritize and manage multiple projects and other work assigned. Administer major programs in area assigned. Interpret and apply relevant legislation and court rulings. Analyze and evaluate complex problems and develop appropriate solutions. Communicate clearly and concisely both verbally and in writing. Establish and maintain effective working relationships with others. Work independently in the completion of assignments Coordinate staff resources, as needed. Maintain physical and mental capacities appropriate to the performance of assigned duties and responsibilities. Senior Program Manager In addition to above: Effectively manage multiple and highly complex projects. Administer major or comprehensive programs, as assigned. Interpret and apply specialized, highly complex legislation and court rulings. Coordinate multi-faceted programs or projects and direct work of others as needed. Experience and training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Program Manager: Three years of experience, preferably in a public agency, related to project development and/or program management in the area of assignment. Senior Program Manager: Five years of experience, preferably in a public agency, related to project development and/or program management in the area of assignment, including at least one year experience supervising the work of professional staff. Training: Program Manager and Senior Program Manager: Bachelor’s degree in a field closely related to area of assignment. Master’s degree in a closely related field is preferred. Licenses/Certificates/Other Requirements Possession of or ability to obtain before date of appointment, a valid California Driver’s License.
