THE DEPARTMENT AND POSITION The mission of the Finance Department is to support the financial and fiscal sustainability of the City, its agencies and corporations, and to ensure their activities are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department has five staff including the Director, and is responsible for the administration of the financial affairs of the City, including general accounting, accounts payable and receivable, cash management and treasury, payroll, budgeting, financial analysis and reporting, internal controls analysis and business license administration. The Accounting Supervisor organizes and oversees the day to day work for the Finance Department, performs professional accounting work in compliance with generally accepted accounting principles, and ensures that financial transactions are appropriate and prepared in accordance with City policies and procedures. This supervisory class position is responsible for assigning and supervising support staff and receives general direction from the Finance Director. THE IDEAL CANDIDATE The City is seeking an accomplished professional with strong technical skills in accounting and finance, outstanding analytical skills, strong supervisory abilities, a commitment to exemplary customer service, and who embraces technology-focused solutions. Highly desired include strong skills in communications, both orally and in writing; highly focused and organized, responsive, approachable, and remains tactful in resolving issues. Candidates should have knowledge and experience in the broad areas of governmental fund accounting, municipal budgeting, financial auditing, business process improvements, supervision, training, and performance management. Typical duties include:  Perform daily, and annual general ledger accounting functions  Complete account analysis and reconciliations  Preparation and analysis of standard and ad hoc financial reports  Coordinate the annual independent financial audit as well as special audits as required  Oversee daily cash management  Coordinate, review and approve payroll, accounts receivable and accounts payable functions  Prepare and present City Council or other required reports as needed  Identify, recommend and implement business process and internal control improvements  Assist with budget development  Assist departments and general public with finance related inquires  Coordinate technology improvements for financial management software MINIMUM QUALIFICATIONS Ability to analyze, interpret, and reconcile complex journals, ledgers, and reports; perform complex accounting, budgeting, and financial recordkeeping; plan, direct, supervise, and coordinate work of support staff; analyze customer service problems and take appropriate action; write clear, concise, and accurate reports and correspondence; prepare and present reports and information to the City Council, other departments, and the public; establish and maintain effective work relationships with staff and the public. COMPENSATION & BENEFITS Salary: $7,593—$9,491 per month; depending on qualifications. Current benefit features include:  37.5 hour work week schedule with alternating Fridays off  CalPERS retirement (2.7% at 55 for current members and 2% at 62 for new members, plan is Integrated with Social Security).
