THE POSITION The Finance Department, led by the City’s Finance Director/City Treasurer, is responsible for providing a full range of financial support services to the City’s governmental organization as well as the residents and businesses of El Cerrito. The Account Clerk plays a key role in providing these essential services, including the maintenance of accounting and/or statistical records including cash receipts, accounts receivable, accounts payable, and payroll. The Account Clerk also provides excellent customer service to citizens, and is often the first person that the public sees at the Customer Service Center at City Hall. The primary functions of this vacant position are business licenses, cash receipts, and accounts receivable. Other clerical related duties may be required as needed. In addition to the Account Clerk position to be filled, the Department also consists of two Account Clerk Technicians, and reports to the Accounting Supervisor. THE IDEAL CANDIDATE The City is looking for an individual who can demonstrate clearly that s/he has the following background and competencies: Knowledge of: Principles and practices of financial record keeping; municipal accounting system practices and procedures; computer spreadsheet and word processing programs; basic mathematics; modern office practices, procedures, methods and equipment. Ability to: Maintain accurate financial and statistical records; quickly and accurately perform mathematical calculations; perform varied clerical work; understand and carry out oral and written instructions; communicate clearly and concisely both orally and in writing; maintain good working relations with public and staff. Typical duties include: Participate in the preparation of accounts payable, pay- roll, business license and accounts receivable processing Receive payments for all activities of the City including business licenses, parking permits, and building permits Prepare annual business license renewal notices and provide assistance to businesses during this process Maintain various spreadsheets, registers, and journals according to established account classifications Prepare billings and related correspondence for accounts receivable Prepare bank deposits Issue delinquent invoice notices when necessary Audit various claims for payment Reconcile general ledger accounts with various registers Provide customer service and clerical support including counter reception, answering telephone and email, and general office duties Employment Applications can be completed online at www.el-cerrito.org/apply. Municipal experience, experience in dealing with the public, proficiency in spreadsheets and/or financial software, and bilingual skills are highly desirable. Selected candidates will then be invited to participate in a written examination, and an oral interview, which may include a problem exercise. Each candidate will meet with a group of highly qualified professionals to discuss his/her qualifications. Those persons deemed to be best qualified by the interview panel will have their names placed on the employment list which will be used by the department for final interviews and appointment.
