RESOLUTION 2009 84 RESOLUTION OF THE EL CERRITO CITY COUNCIL SUPPORTING THE HEALTHY EATING ACTIVE LIVING CITIES CAMPAIGN WHEREAS the California Center for Public Health Advocacy is working on a campaign to promote Healthy Eating and Active Living HEAL in partnership with the League of California Cities the Cities Counties and Schools Partnership the Institute for Local Government and others to encourage cities to promote strategic wellness policies and WHEREAS in 2004 the League of California Cities adopted an Annual Conference resolution to encourage cities to embrace policies that facilitate activities to promote healthierlifestyles and communities and w q WHEREAS more than halfof California s adults are overweight or obese and therefore at risk for many chronic conditions iiicl uding diabeies heart disease cancer arthritis stroke and hypertension and WHEREAS one in four youth between the ages of 9 and 16 in California is overweight putting them at greater risk for diseases linked to obesity and WHEREAS the annual cost of California in medical bills workers compensation and lost productivity foroverweight obesity and physical inactivity exceeds 41 billion and WHEREAS local land use policy governs development of the built environment in which individuals make personal nutrition and physical activity choices and WHEREAS California Senate Bi11375 and Assembly Bi1132 call on cities to adopt plans to reduce greenhouse gas emissions which include reducing vehicle miles traveled and WHEREAS the City of El Cemto passed Resolutions 2006 61U S Mayors Climate Protection Agreement and 2006 93 Endorsement of California s Greenhouse Gas Emissions Reduction Targets articulating the City s commihnent to reducing greenhouse gas emissions through a variety of sustainability programs and policies and WHEREAS the City ofEI Cerrito actively promotes and supports healthier lifestyle choices through citywide recreational programs workshops land use policies and a City Employee Wellness program and WHEREAS programs and policies thatpromote healthy eating and active livinghave the potential to also provide significant co benefits that contribute to community building and climate protection NO W TH EREFORE BE IT RESOLV ED that the EI Cerrito City Council hereby recognizes obesity as a serious public health threat to adults children and families in El Cerrito and recognizes that significant societal and environmental changes are needed to support individual efforts to make healthier choices BE IT FURTHER RESOLVED that the El Cemto City Council supports participation in statewide regional and local programs to support and invest in our citizens health and wellness and embraces policies and programs that create comprehensive community wellness ---PAGE BREAK--- BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its passage and adoption l I CERTIFY that at aregular meeting on December 21 2009the City Council ofthe City ofEl Cemto U passed this Resolution by the following vote AYES Councilmembers Cheng Jones Lyman Potter and Mayor Abelson NOES None ABSENT None ABSTAIN None IN WITNESS ofthis action I sign this document and affix the corporate seal oythe City ofElCemto on January l1 2010 3r 3 L y 1 Cheryl rse ity Clerk I APPROVED J et Abelson Mayor u
