AGENDA BILL Agenda Item No. 7(C) Date: August 20, 2013 To: El Cerrito City Council From: Cheryl Morse, City Clerk Subject: 2013 League of California Cities Delegate Confirmation and Resolutions ACTION REQUESTED Confirm Mayor Pro Tem Abelson’s appointment as voting delegate at the 2013 League of California Cities Annual Conference, select an alternate as desired, and provide direction to Mayor Pro Tem Abelson regarding the following 2013 League of California Cities Conference resolutions: 1. Water Bond Funds [sponsored by Los Angeles County] League Recommendation: Approve 2. Public Safety Realignment [Public Safety Committee] League Recommendation: Approve BACKGROUND The League of California Cities 2013 Annual Conference is scheduled on September 18- 20, 2013, in Sacramento. As part of the Conference, the League will hold its annual business meeting, during which League membership considers and takes action on resolutions that establish League policy. In order to vote at the annual business meeting, the League requires City Council action to designate a voting delegate. The Council may also choose to designate up to two voting delegate alternates. Staff believes the Council fulfilled this requirement by selecting Mayor Pro Tem Abelson as the East Bay League of California Cities Delegate with the additional responsibility of attending the Annual League Conference, when it confirmed annual Council Liaison assignments at its December 18, 2012 City Council meeting. Currently, Mayor Pro Tem Abelson is the only member who has registered to attend the Annual League Conference. Any alternates selected by the Council would also need to be registered for the conference. The two proposed conference resolutions are outlined in the attached packet. One was referred to the Environmental Quality Committee and one to the Public Safety Committee. These policy committees will be meeting on Wednesday, September 18, to consider the resolutions. Their recommendations are forwarded to the General Resolutions Committee, who will then make a recommendation to the General Assembly for consideration and vote on Friday, September 20, 2013. The League encourages each City Council to consider the resolutions and to determine a city position so that the voting delegate can represent the City’s position on each resolution ---PAGE BREAK--- Agenda Item No. 7(C) based on discussion and feedback at the League's annual meeting. The League's recommendation is to support both resolutions although if the Council feels differently it is not required to do so.
