Agenda Item No. 4(A) CITY COUNCIL OF THE CITY OF EL CERRITO PROCLAMATION Commending Police Captain Michael W. Regan, for His Service to the City of El Cerrito and for His Continued Success Upon His Retirement from City Service WHEREAS, the men and women who devote their time and energy as Professional Law Enforcement Officers have assumed responsibilities essential for the safety of their fellow citizens; and WHEREAS, Michael W. Regan, Police Captain of the El Cerrito Police Department, has served his community with pride, and upon the occasion of his retirement, is deserving of recognition and the highest commendation; and WHEREAS, Michael W. Regan, demonstrated his commitment to increasing the level of formal education throughout the Police Department by obtaining a Bachelor of Science Degree from California State University Long Beach on January 23, 2009; and WHEREAS, Michael W. Regan began his law enforcement career with the Martinez Police Department in 1987, serving as a Reserve Police Officer; and WHEREAS, Michael W. Regan served citizens of Alameda County as a Deputy Sheriff from November 1987 to December 1988; and WHEREAS, Michael W. Regan was hired by the El Cerrito Police Department on December 11th, 1988 and served the citizens of El Cerrito for 26 years; and WHEREAS, Michael W. Regan been appointed to the assignments of Traffic Enforcement Officer (September 16, 1990), rank of Senior Officer (January 14, 1991), Detective Bureau (June 21, 1993), rank of Police Corporal (January 15, 1995), rank of Police Sergeant (July 1, 1998), rank of Police Commander (March 5, 2006), rank of Police Captain (December 27, 2009) and has performed his duties with competence and efficiency; and WHEREAS, while pursuing his career, Captain Michael W. Regan served on local and statewide committees, to include, the California Peace Officers’ Association Award Committee, the California Police Chiefs’ Association Law and Legislation committee, and the California Police Chiefs’ Association Medical Marijuana Dispensary Task Force; and WHEREAS, Captain Michael W. Regan has served the citizens of Contra Costa County and the City of El Cerrito, and in retiring from his position as a Police Captain, brings to close a career with the El Cerrito Police Department that spans 26 years. NOW THEREFORE, the City Council of the City of El Cerrito takes great pride and pleasure in drawing special public attention to Captain Michael W. Regan, for his record of service to and concern for the protection of life and property in the local community, and extends to him sincere best wishes for continued success in all future endeavors.
