CITY HALL 10940 San Pablo Avenue El Cerrito, CA 94530 QUESTIONS AND ANSWERS as of December 22, 2011 ScCAP Solar PV Systems Joint Procurement Design/Build RFP/RFQ for Municipal Solar Procurement Q1) Please provide names of countries that will be eligible to participate in this tender. Firms from any country are eligible to participate; however, the firm must have a State of California B, C10 and/or C46 Contractors License and be able to meet all the bonding requirements contained in the RFQ/RFP. Firms with no track record of completing similar projects in the State of California will not be qualified. Q2) Do you have any product preferences? We have not specified any particular products. All equipment and work should be in accordance with “Attachment E: PV System Design Specifications.” Q3) What is the timeline for each of these proposals to go out? The timeline for the entire process, including when proposals are due, is listed in the RFQ/RFP, which is available on the City of El Cerrito’s website at http://www.el- cerrito.org/Bids.aspx. The Pre-Qualification Questionnaire and all supporting documents are due no later than 2 PM, January 10, 2012. We will not be accepting responses (proposals) to the RFP at that time. Only firms that are successful in the Pre-Qualification phase will be eligible to submit project proposals, which will be due no later than 2 PM, February 21, 2012. Q4) Are the documents that are currently posted just the RFQ-- or are both the RFQ and the RFP, including the project, included? The documents posted encompass both the RFQ and the RFP. The process for both is described in the Notice on Pages 3-6. Three documents have been posted on-line at that website, under “Related Documents.” They are: 1. City of El Cerrito ScCAP Solar Procurement RFQ-RFP (contains both the RFQ and RFP) 2. City of El Cerrito ScCAP Solar Procurement Attachments A through F3 (Contains specific information related to the projects) 3. Attachment A - SScCAP Solar Site Inventory-spreadsheet (xcel version of Attachment A, provided as a courtesy). Q5) Who is the utility provider in the area? Pacific Gas and Electric Co.
