PRESS RELEASE Name: Swinerton Management & Consulting (SMC) Year Established: Part of the Swinerton Group of Companies, Swinerton, Inc. established in 1884; SMC established 1994 Leadership: John Baker, AIA, Project Executive Jeff Gee, AIA, Vice President/General Manager Eric Foster, Regional Manager, Senior Vice President SMC’s Role on the El Cerrito Recycling and Environmental Resource Center As Project/Construction Manager for the Recycling and Environmental Resource Center project, Swinerton worked from project inception through completion to not only oversee the design and construction, but also to develop a unique Design/Build project delivery method which emphasized Sustainable Design as a primary project goal. Swinerton created a Design/Build procurement process that focused on the City’s goals for the project. The first step was a pre-qualification process in order to insure that top-quality Design/Build teams would compete. The pre-qualification process sought Contractor and Architect teams with similar projects, who had worked together successfully, and who had a collaborative approach and commitment to green building and sustainable design and construction. This pre-qualification process resulted in six high-quality teams who received a Request for Design/Build Proposals (RFP). Instead of issuing a set of “Bridging Documents” that would stipulate design elements, the RFP established a detailed program, technical requirements, and Sustainable Design requirements with the goal of producing a project that would both meet the City’s programmatic needs, and deliver a project with a high level of environmental responsibility. RFP Programmatic requirements included the operational functions the City needed in order to conduct its operations. Sustainable Design requirements included not only a LEED-Gold Certification level, but also encouraged a “holistic” approach to sustainable design that would integrate the operations and public use of the facility with its green building features. The result of the RFP’s focus on sustainability produced design proposals from the pre-qualified teams with innovative solutions to the project goals. The winning proposal, from Pankow Builders and Noll & Tam Architects, not only satisfied the complex project program needs, but also proposed a LEED-Platinum Registered project, a Net-Zero Energy building, and a project that would integrate sustainability into its operations and public use. Following award to the Pankow / Noll & Tam team, Swinerton continued its oversight of the design and construction process, resulting in a collaborative process between the City and Design/Builder. The result of that process is the final product, an innovative, state-of-the-art facility to manage Recycling and Re-use, and to act as an Environmental Resource for the El Cerrito community.
