Placement will depend upon qualifications. Work Schedule: 37.5 hours per week. City Hall is closed every other Friday. Vacation: 11 working days after one year of service; additional days earned with additional years of service. Holidays: 15 1/2 paid holidays per year. Sick Leave: Sick leave is accrued at the rate of 8.75 hours per calendar month. Short and Long Term Disability: City pays full cost of employee’s premium. Health Plans: Choice of three plans: Kaiser, Health Net HMO and Health Net PPO. City contributes up to the family Kaiser premium per month. Dental Insurance: City contributes the full premium for the employee and family. Life Insurance: Amount equal to annual salary to nearest $1,000 (max $100,000). City‐paid premium. Retirement: The City pays 4% and employee pays 4% of the member contribution to Public Employees Retirement System (2.7% at 55 for current members and 2% at 62 for new members, plan is Integrated with Social Security). The City and employee each pay own contribution to Social Security. THE DEPARTMENT AND POSITION The Environmental and Development Services Department includes the Environmental Services, Planning and Building Divisions and provides a comprehensive focus on operational, environmental and development services for residents and businesses. The Development Services Manager is responsible for directing the operations of the Planning and Building Divisions, including oversight of the development, design, planning and environmental review process as well as building code interpretation, plan review, construction inspection, and code enforcement for all building construction within the City. The Manager ensures that development and land use avoids or mitigates any potentially negative impacts pursuant to the California Environmental Quality Act (CEQA) and provides creative guidance and effective implementation of land use development, planning and building services that maintain and enhance the City as a safe, vital and sustainable community. The position serves as the Zoning Administrator; enforces applicable zoning ordinances and codes; provides direction to subordinate staff on the processing of building permits, code enforcement, and planning entitlements such as subdivisions, use permits, and design review for conformance with laws, regulations and City standards. The position supervises a staff of nine within the two Divisions and outside consultants as necessary, serves as staff liaison to the City’s Planning Commission and oversees the staff liaison to the City’s Design Review Board. Posted: January 3, 2013 The “Ideal” Development Services Manager To be a true partner in the success of this department, the ideal candidate will exhibit a genuine interest in understanding and supporting the vision of the City Council, residents and businesses pursuant to the goals of the General Plan and the upcoming Citywide Strategic Plan. S/he shall possess a history of good judgment and instincts knowing when to exercise flexibility, challenge conventional ideas, and recommend options. The ideal candidate will serve as the key contact for all development‐related issues and must be able to streamline operations, increase efficiency, and provide direction to the Department and City management. This individual should also be able to effectively communicate across divisions and with City Management in a clear and articulate fashion. S/he should possess the capacity and interest to be an effective mentor and leader for staff; developing and strengthening relationships Citywide. The ideal candidate must be able to set a positive example of competence, professionalism, energy and work ethic. Advanced written and oral communication skills are imperative for this position, and a reputation for high levels of professionalism and flawless integrity is required. The City is looking for an individual who can demonstrate clearly that he/she has the following background and competencies: Experience and Education: Five years of increasingly responsible professional building or planning experience including two years of management and administrative responsibility Equivalent to a Bachelors degree from an accredited college or university with major course work in urban studies, public administration business administration or a related field; Masters degree highly desirable, AICP certification preferred Knowledge, Skills and Abilities: Ability to assume full management responsibilities for the operations, services and activities of a comprehensive building and planning program Ability to meet with developers and the general public regarding advanced planning efforts, development applications and the process to explain purposes, regulations, policies and accepted development practices; serves as technical adviser to the Director and other City staff on land use, construction and other technical areas pertaining to development and other community development activities Knowledge of methods and techniques of planning, zoning, subdivision and building design, including green/sustainable design; current trends in municipal planning and building programs, including use of new technology; cost recovery techniques and fee structuring; and principles and practices of municipal budget preparation and administration Ability to analyze and interpret data pertaining to planning and zoning, including plans and design documents, and interpret and apply zoning regulations and planning concepts to unusual or difficult land use issues Knowledge of pertinent Federal, State and local laws, codes and regulations governing land use, zoning and subdivision, environmental regulations (including CEQA) and building codes, and ability to interpret and apply these regulations as necessary THE APPLICATION PROCESS Application materials may be obtained from the Human Resources Division, City of El Cerrito, 10890 San Pablo Avenue, El Cerrito, CA 94530; by calling (510) 466‐5005; or at www.el‐cerrito.org.
