Child Support Terminology CSE - Child Support Enforcement . Obligee – a person who is the custodial party to whom child support is owed to. Obligor – a person who has a duty/obligation to pay child support. NCP (Non-Custodial Party) – the person who is not physically caring for the child(ren) on the child support case. CP (Custodial Party)- the person who is physically caring for the child. (Custodial parties can be mom, dad, grandparents, aunts, uncles, cousins, friends, an older sibling, etc) Petitioner- the party who is requesting court action in regards to child support Respondent – the party whom has to answer to the court action FSR (Family Support Registry) – the payment processing center or clearing house used for all child support payments in the state of Colorado. NDI (Non Disclosure of Information) – available to applicants who believe the disclosure of certain personal information on pleadings and other court-filed documents may cause the applicant or applicant’s children to be at a health or safety risk because of previous or current acts or threats by the other party in the child support case. * Child Support Enforcement Unit will never share your date of birth, social security number, address and phone number regardless of Non Disclosure of Information being requested or not.*
