Coordinate and implement projects and programs that support commercial, office and industrial development; small business development initiatives and other economic development, redevelopment or capital improvement programs or projects. Work with prospective businesses to understand and navigate land use and zoning regulations and opportunities within Elbert County. This position reports directly to the Director of Community Development Services. ELBERT COUNTY’S ECONOMIC DEVELOPMENT PHILOSPHY Elbert County Commissioners and staff have often stated, “We are open for business.” The County is actively recruiting light industrial and manufacturing operations to locate within the County. We will work diligently with potential business partners to facilitate a good working relationship. Elbert County is located adjacent to highly populated Douglas, Arapahoe and El Paso counties, providing significant market opportunities for any product produced. It covers approximately 1,850 square miles and has a population of over 28,000. The County has three major highways, SH 24, SH 86 and I 70 plus several miles of high traffic county roads, which provides efficient opportunity for the distribution of any manufactured product. Over 90% of our well- educated working population commutes to jobs outside the county, a significant portion of which would prefer a local opportunity. The Board of County Commissioners has adopted updated zoning and subdivision regulations that included Economic Development Zone (EDZ) language, which has streamlined the County’s application process along identified high traffic corridors. Recently, a medical product manufacturer, utilizing the EDZ, relocated to Elbert County and was able to hire a large number of talented local employees. The County population continues to grow and so will business opportunities. Future retail opportunities may benefit with population growth however; lite industry and manufacturing can utilize the existing availability of workforce, distribution and location. Elbert County Elected Officials have directed its dedicated staff to shepherd prospective business opportunities through county requirements, including zoning regulations, facilitating a positive and prosperous outcome. ESSENTIAL DUTIES AND RESPONSIBILITIES (The following examples are illustrative only and are not intended to be all–inclusive.) • Market Elbert County locally and nationally to recruit primary businesses; • Develop and maintain relationships with local, regional and national business leaders, site selectors, community partners, and elected officials, to secure Elbert County’s economic growth; • Manage business retention efforts in unincorporated areas of Elbert County; • Communicate with and assist Elbert County’s incorporated towns with business recruitment and retention efforts; • Lead responses regarding business attraction and expansion prospect inquiries and incentive packages; ---PAGE BREAK--- Economic Development Manager Page 2 • Work with start-up businesses looking to assist them to grow or start their business in Elbert County; Serve as point of contact for other County departments as it relates to economic development; • Market finance opportunities, grants, and venture capital resources to existing and prospective businesses in Elbert County; • Locate available commercial real estate and land development opportunities for primary job creation projects; • Serve as primary point of contact for economic development recovery programs related to COVID-19; • Work with state and regional partners such as OEDIT and Prairie Development Corporation; • Update and maintain marketing material in print and electronic versions; • Recommend changes to County policies and regulations to facilitate economic development; • Other duties as requested. EDUCATION, EXPERIENCE AND QUALIFICATIONS • Bachelors or Masters degree in economic development, economics, business, or related field; • Significant experience in business recruitment and development or corporate executive management and leadership, such as significant business growth and management experience as a corporate or financial executive; • Demonstrated understanding of state and federal incentive programs for business; • Demonstrated understanding of COVID-19 business recovery programs; • Experience that supports strong interpersonal skills working with staff, industries, small businesses, corporations and community members. WORK REQUIREMENTS Elbert County employees enjoy a 36 hour/4 day work week (full time). Normal work hours are 7:30 am - 5:00 pm, Monday - Thursday.
