RFP for City Attorney 2020 Question: Our consulting firm provides services specifically in the cell tower industry. I see that this RFP, in part, looks for cell tower services. Will the City consider a submission for services specific to cell tower contracts, management, and other cell tower infrastructure? Answer: Yes, as stated in the RFP: “The City specifically reserves the right to accept more than one proposal and may select more than one law firm to serve as a legal counsel to the City.” If your legal expertise pertains to one (or more) of the categories listed, you are encouraged to apply for consideration. Question: What was the City’s budget for civil legal services for the last three years? Answer: Fiscal Year 2017-2018 – budgeted amount $185,000 Fiscal Year 2018-2019 – budgeted amount $165,000 Fiscal Year 2019-2020 – budgeted amount $131,810 [does not include budgeted amount for paralegal support staff should the position be bought “in-house”] Question: Approximately how many hours of civil legal work have been provided for each of the last three years? Answer: Approximately 600 hours per year. Question: A recent article in the Idaho Press seems to suggest that the City is pursuing establishing an in-house city attorney. Is that indeed the case? If so, what is the contemplated timeframe for provision of contract city attorney services? Answer: The Mayor and Council will be holding a workshop to evaluate current and future legal service needs of the City. At which time, it is the hoped that a determination will be made to either move forward with hiring in-house counsel or proceeding with further evaluation of the submitted request for proposals to contract legal services.
