Page 1 of 3 Parcel Division Checklist Updated 12/30/2025 PARCEL DIVISION SUBMITTAL CHECKLIST The following checklist needs to be completed, and all items listed within must accompany the completed application. A Parcel Division checklist can only be submitted for properties that have not previously been subdivided and are determined to be an original parcel established prior to November 15, 1983. REQUIRED SUBMITTAL DOCUMENTS – HARDCOPY ONLY: ☐ ☐ Three copies of the parcel division record of survey arranged in complete plan sets folded according to department standards – folding instruction available at PZ-Plan- Folding-Instructions-PDF . REQUIRED SUBMITTAL DOCUMENTS – DIGITAL ONLY: All plans and documents must be submitted as original high-resolution digital versions (not copies, where applicable). For file naming and formatting instructions, please refer to the digital submittal standards located on the city’s website. ☐ ☐ Copy of Deed (Must show that this original parcel of land was created prior to November 15, 1983). ☐ ☐ An original notarized affidavit of legal interest from the owner stating the applicant is authorized to submit this application is required if the signatory on this application is not the owner of the property. ☐ ☐ A brief description/narrative addressing the following: ☐ The proposed parcel division is in the public interest and will not adversely impact adjoining property interests; and ☐ The proposed use for the property. ☐ ☐ Drainage plan from a professional engineer. The plan shall demonstrate that the storm water from individual lots has been addressed. ☐ ☐ New property descriptions shall be provided to the City describing parcel division boundary and shall be stamped by a Professional Land Surveyor. ☐ ☐ A vicinity map showing the location of the property in relation to the nearest major cross streets. ☐ ☐ Pathways and Trails plan (if development impacts existing pathways and trails, or if development would trigger improvements based on the City of Eagle adopted Pathways and Trails Master Plan) showing the following: ☐ Pathway locations, type, and width. ☐ Sidewalk locations, type, and width. THE PARCEL DIVISION RECORD OF SURVEY SHALL INCLUDE THE FOLLOWING ENDORSEMENTS: ☐ ☐ Certificate of Owners and Acknowledgement (Notarized) ☐ ☐ Certificate of Surveyor ☐ ☐ Certificate of City Engineer ☐ ☐ County Recorders Certificate ☐ ☐ Certificate of Zoning Administrator ☐ ☐ The location of the original property/lot line(s) and the proposed “new” property/lot line(s) ☐ ☐ The square footage of the adjusted property/lot(s) including lot closure calculations ☐ ☐ Street names for all streets that abut the property ☐ ☐ Property Descriptions (as stated above) ☐ ☐ Existing easements of record, including those attested by general note on the original subdivision plat ☐ ☐ Adjacent properties shall be indicated (e.g. – platted, unplatted, existing subdivisions, etc.) ☐ ☐ Information regarding the sanitary sewer that services the affected properties including stubs, locations, easements, etc. ☐ ☐ All existing buildings shall be shown and shall meet both the City of Eagle Building Department and Zoning setback requirements, unless these lots were specifically approved otherwise ☐ ☐ A note on the face of the Record of Survey stating, “Minimum building setback line shall be in accordance with the applicable zoning and subdivision regulations at the time of the issuance of building permits or as specifically approved and/or required.” ☐ ☐ BELOW IS THE LANGUAGE TO BE USED FOR “Approval of City Council” AND “Certificate of City Engineer” ON THE RECORD OF SURVEY: C e r t i f i c a t e o f C i t y E n g i n e e r I, THE UNDERSIGNED, CITY ENGINEER IN AND FOR THE CITY OF EAGLE, ADA COUNTY, IDAHO, DO HEREBY CERTIFY THAT I HAVE CHECKED THIS SURVEY AND THAT THE EAGLE CITY REQUIREMENTS REGARDING A PARCEL DIVISION HAVE BEEN MET. CITY CLERK ACKNOWLEDGEMENT OF PROCEDURES AND SUBMITTAL REQUIREMENTS: ☐ I acknowledge that all information provided within the checklist and application(s) are, to the best of my abilities and knowledge, correct and accurate and that all items on the checklist are complete and included within the submittal package. ☐ I understand that additional information and/or revised plan sets may be required to be submitted, as directed by staff. Failure to provide requested information in a timely manner may result in an application processing delay. ☐ I understand that the applicant and/or representative must attend all public meetings regarding this application and that failure to attend will likely result in a postponement of your application being heard and acted upon. ☐ I understand that public hearing signs must be posted by the applicant/representative prior to the Planning and Zoning Commission hearing and again prior to the City Council hearing in accordance with Eagle City Code Section 8-7-8 ☐ I understand that my application will not be deemed complete by the City until all required application materials have been accepted (including any hardcopy documents) and the necessary fees have been paid. ☐ Property/parcel lines shall not reduce the area, frontage, width or depth of each building site below the minimum prescribed by any City Ordinance or as specifically approved. ☐ The applicant shall not construct any required improvements, including storm drainage or roadway facilities until the City has issued a “Notice to proceed with construction”. Upon receipt of the ACHD approved construction drawings and confirmation by the City Engineer that they comply with the City-approved construction drawings, the City will issue the “Notice to Proceed with Construction” to the applicant’s designated representative. ☐ I acknowledge that this application does not constitute final approval, and that additional permits, reviews, or requirements may apply. I further acknowledge that it is my responsibility to coordinate with all applicable agencies and departments – including, but not limited to, the City of Eagle Building Department, Clerk/Treasurer’s Office, Eagle Fire District, Ada County Highway District (ACHD), and any other relevant local, state, or federal agencies – to identify and satisfy all requirements associated with my proposal.
