k:\capital facilities planning\2021\projects-rfp & contracts\rfq -january 4 questions & inquiries.docx CITY OF EAGLE REQUEST FOR PROPOSALS (RFP) CITY-WIDE FACILITIES MASTER PLAN – REPONSE TO QUESTIONS AND INQUIRIES JANUARY 5, 2021 The City of Eagle provides the following responses to the question and inquires we received on or before Monday January 4, 2021 at 4:00 p.m. (MST): 1. When and by who was the last water master plan completed? Can we get a digital copy? The most recent water master plan was completed by the City’s Engineering firm, HECO Engineering, and last updated in 2015. The City is currently under contract with HECO Engineering to completely re-write the water master plan over the next two budget years. It is expected that the document will be completed no later than September 30, 2022. The City’s point of contact for the water master plan is Mike Davis, PE. It is anticipated that the selected contractor will work with HECO to coordinate analysis and limit redundancies. 2. Can we get digital copies of the most recent copies of master plans completed for the other infrastructure involved in the RFP? All master planning documents are posted on the City’s website at the following location: http://www.cityofeagle.org/bids.aspx?bidID=23 3. Is the RFP contemplating engineering or cost estimating services from a professional engineer? The City is only requesting engineers estimates for project associated with the City’s collection of impact fee as required under Idaho Code. These facilities include parks, trails/pathways, and police services. 4. The verbiage of the RFP has a significant emphasis on impact fees and the bases for such. Is establishing impact fees the primary basis for the master plan? The City currently collects impact fees for parks, trails/pathways, and police. The City is seeking a review of the existing level of service standard specifically for parks and trails/pathways. If there is a level of service change it would necessitate a change in the impact fee calculation process and an update to the fee collection plan/ordinance. 5. It would seem that Criteria #5 (City of Eagle Specific Experience) is specifically requesting past experience with the City of Eagle not in the Eagle area. Is that correct? The City is seeking applicable experience both as a contractor to the City of Eagle as well as relevant work experience within the City of Eagle (either for a public or private entity). Please Note: An addendum to the RFP was issued on December 22, 2020. Please ensure that any submittal reflects the current information.
