How to Read an Agenda City Agendas contain a lot of information both about specific items and about how the public should expect to interact with the City Council, Commission or Board. Past, present and future agendas, minutes and videos of City meetings can be found on the City’s website: Click Here Order on the Agenda: Beyond the broad categories highlighted above, items are placed on the City agendas based on the order applications are received by the City and are deemed ready for hearing. Items will appear on the City Council based on the date of the P&Z Commission's recommendation. Exception to this rule is legislative actions (i.e. Comprehensive Plan Amendments) are generally placed after Quasi-judicial items that have a timeline established under Idaho Statutes or Eagle City Code. Each agenda starts with the name of the Board, Date, Time & Location of the meeting. Call to Order & Roll Call determine if a quorum is present & if business can be conducted. Service Recognitions & Presentations by other agencies (Information only, no decisions) Public Comment: 3 minutes to address the Board on any matter not on the agenda or active in the City process. This time may be increased, decreased or removed at the direction of the Mayor & Council. Agenda Changes: Reordering of items, can not add items for action unless an emergency exists (Idaho Code 74- 204). Consent Agenda: Items considered routine and are combined into a single motion. Includes City bills, findings and resolutions. Items can be removed but only to clarify accuracy not to change a decision. Unfinished Business: Action items that were not completed at the last meeting, This does not include public hearing items carried over with an open hearing. Public Hearings: Items that require a public hearing under Idaho Code or Eagle City Code. Normally land use actions, fees, and adoption of City ordinances. New Business: Items that require action by the City but are not subject to public hearings. 2nd Public Comment: 3 minutes to address the Board on any matter not on the agenda or active in the City process. This time may be increased, decrease, or removed at the direction of the Mayor & Council. Reports: Opportunity for Council and staff to update each other on committee work, assignments and activities. These items do not require action and are for informational purposes only.
