Subject: Grade: Comments: A West Ada School District (WASD) staff has been active in the City's Comprehensive Planning Committees and the City planning staff has been active in the West Ada School District's Facilities Planning work. B+ Both the City and the West Ada School District (WASD) use the COMPASS 2040 growth projections to guide their planning efforts. The City's growth is consistent with the COMPASS plan both in intensity and location. The West Ada Facilities Plan predicted the enrollment at Eagle High School to be 2,309 by September of 2019. As July 17, 2019, the enrollment is estimated at 2,200 or approximately 10% less that anticipated. B+ City has historically worked with the development community and the West Ada School District (WASD) to identify elementary school sites as part of the development process. Negotiated sites include Galileo Magnet School (K‐8)and North Star Charter School (K‐12). WASD currently owns 2 sites as identified in the 2016‐2028 Facilities Plan in the North Planning Area. With the donation of 10 acres from the developers of Belvoir Estates in Eagle the WASD will have 3 elementary sites in the North Planning Area (areas north of Chinden). Expanding Star Elementary will provide short term capacity –but believe West Ada will need to build two elementary schools by 2026. Specific locations for construction will be determined by the WASD Bond Committee. N/A City cannot be evaluated on this issues as the West Ada School District (WASD) does not currently plan to build an additional Middle School in Eagle‐ Star Middle School opened in 2018 and shifted enrollment west of Linder Road opening capacity at Eagle Middle. Eagle Middle is currently below capacity. Middle School sites are targeted for Avimor north of Eagle. N/A City can not be evaluated on this issues as the West Ada School District (WASD) has no plans to build an additional High School in Eagle. The next WASD high school to be built is Owyhee High School projected to open in 2021 – located at McMillian Road and Ustick Road enrollment will be shifted from Meridian, Rocky Mountain, and Eagle High Schools. The attendance boundary should cover a portion of west Eagle (similar to Star Middle School) opening capacity at Eagle High School. An additional high schools are planned in Star and south of I‐84 at the corner of Amity Road and Ten Mile Road currently owned by the WASD but specific timelines for construction will be determined by the WASD Bond Committee. The WASD is looking for another high school site in the southeast part of the district. Other Comments: All numbers are projections. Home prices are high and it seems more often than not homes are being purchased by people who no longer have school age children. Another factor is the number of choices available to parents/guardians – charter schools, private schools, home school, online school options reduce the number of students attending West Ada School District schools, these are options that did not exist 10‐15 years ago. West Ada School District does not assure new residents that they will attend neighborhood schools as it may be necessary to bus students to available class rooms across the district or shift attendance boundaries to ensure a more balanced enrollment within the district. The passage of a district‐wide bond issue will be required prior to the construction of new schools. Idaho Code does not allow for local land use entities to collect Impact Fees for schools. Idaho Code 67‐8204A specifically outlines that impact fess can be collected by inter‐ governmental agreement between the City and highway districts, fire districts, water districts recreational water and sewer districts and irrigation districts.
