(Kittelson) has completed a traffic analysis for the proposed West Eagle Park in Eagle, Idaho. The scope of this analysis includes: Estimating the trip generation and distribution for the proposed park during a typical weekday p.m. peak hour and Saturday midday peak hour; Evaluating left-turn lane warrants on Floating Feather Road at the proposed collector road access into the park and the geometry of a left-turn lane if one is warranted; Evaluating the spacing of the proposed parking lot driveways with respect to Ada County Flighway District (ACFID) requirements; and Evaluating left-turn lane warrants at the proposed driveway into the ball field parking lots and the geometry of a left-turn lane if one is warranted. All analyses have been prepared in with respect to ACFID requirements as described in the ACFID Policy Manual (Reference The following letter summarizes our analysis. PROJECT DESCRIPTION The City of Eagle is proposing to develop a park, including four baseball/softball fields, a tot lot (playground), and a dog park, on an approximately 30-acre plot of land along Floating Feather Road. ACFID is requesting a limited traffic analysis focusing on the need for and design of a left-turn lane at the site access onto Floating Feather Road. STUDY AREA The site is within the incorporated area of the City of Eagle and is displayed in Figure 1. Boise, Idaho INTERSECTION PERFORMANCE MEASURES Intersection performance measures reported in this study include level of service (LOS), volume-to- capacity ratio delay, and 95th percentile queues. The performance measures are used to gauge the performance of the transportation system and overall quality of the travel experience through an intersection or roadway segment as it is perceived by the traveler: Level-of-service (LOS) is currently the most commonly used performance measure. LOS uses an to ranking based on the average control delay experienced by motorists. LOS conditions have very low vehicles delay times (10 seconds or less), while LOS conditions have high delay times (over 80 seconds on average per vehicle at the signalized intersection) that are considered unacceptable to most drivers. Volume-to-capacity (V/C) compares the volume of traffic to the theoretical capacity of the facility to accommodate traffic. A V/C ratio of 1.0 indicates an intersection is operating at capacity. A V/C ratio over 1.0 indicates the intersection’s capacity is exceeded. 95th percentile queue is the queue length that has only a 5% probability of being exceeded during the analysis time period. It is used to help determine turn lane storage, but not what the typical driver would experience. This performance measure is helpful in assessing access spacing from adjacent unsignalized and signalized intersections. The performance measures are based on the peak 15-minutes of the peak hour and therefore, conditions may be better during other times of the day. For two-way stop-controlled intersections, performance measures are reported for the critical movement. TRAFFIC ANALYSIS METHODOLOGY The intersection operational analysis was performed using the Highway Capacity Manual 6th Edition (HCM) analysis procedures (Reference To ensure that this analysis is based on a reasonable worst- case scenario, the peak 15-minute flow rate during all peak hours was used in the evaluation of all intersection LOS and V/C ratios. This analysis reflects conditions that are only likely to occur for 15- minutes out of each average peak hour. The transportation system will likely operate better than the conditions described in this report during all other time periods. The intersection operations analysis conducted for this analysis was prepared using 10 software. The turn lane analysis was performed using the ACHD Left-Turn Lane Guidelines for Two-Lane Roads less than or equal to 40 mph, in Section 7106 of the ACHD Policy Manual (Reference ---PAGE BREAK--- West Eagle Park Traffic Analysis Project 23824.0 June 7, 2019 Page: 5 Kittelson & Associates, Inc. Boise, Idaho Performance Measures The operating standards of ACHD were used to assess the traffic operations of the study intersection and roadway. The analysis was performed in accordance with the methodologies stated in Section 7106.6 of the ACHD Policy Manual. Intersection and segment LOS are reported per ACHD thresholds. The acceptable V/C ratio is 1.0 for the critical lane group at unsignalized intersections. All unsignalized intersections that have a projected LOS D or worse shall be evaluated to determine if a signal or roundabout is warranted. EXISTING CONDITIONS This section describes current site conditions, traffic volumes, and recent crash history. Traffic counts were collected in April 2019. Kittelson staff also visited and inventoried the proposed park site and surrounding study area in April 2019. Site Conditions and Adjacent Land Uses The proposed development is in the City of Eagle. The site is currently vacant farmland and is categorized as agricultural-residential on the City of Eagle zoning map (Reference The site vicinity is surrounded by residential parcels. Transportation Facilities The existing transit, pedestrian, and bicycle facilities are identified and catalogued here. Roadway Facilities Floating Feather Road is classified as a Residential Arterial according to the ACHD Master Street Map (Reference and COMPASS classifies it as a Minor Arterial (Reference With a posted speed limit of 35 mph, this two-lane road has an approximately four-foot wide gravel shoulder along the study portion of the roadway, between N Ballantyne Lane and N Park Lane. Transit Facilities Valley Regional Transit (VRT) is the public transportation service provider that provides fixed route buses and paratransit services within Ada County. There are no bus routes servicing the immediate vicinity of the site. The nearest bus route is Route 44 – Hwy 44 Express, which picks up and drops off at Eagle Riverside Park and Ride, about 4 miles southeast of the site. Boise, Idaho Pedestrian and Bicycle Facilities Pedestrian and bicycle facilities are currently limited along the site frontage on Floating Feather Road. The section of Floating Feather Road immediately adjacent to the proposed site to the east and the west, between N Creekwater Way and N Cove Colony Way has sidewalks on both the north and south side of Floating Feather Road, but there is only sidewalk along the north side of Floating Feather Road along the site frontage there is no sidewalk on the south side of Floating Feather Road along the site frontage). There are no bike lanes along Floating Feather Road along the site frontage. The nearest section of bike lane is east of Ballantyne Lane. Existing Traffic Volumes Traffic volumes were collected on Floating Feather Road along the site frontage during a typical midweek (Tuesday through Thursday) p.m. peak period (4:00 p.m. – 6:00 p.m.) and during Saturday midday peak period (12:00 p.m. – 2:00 p.m.) in April 2019. Figure 3 depicts the existing traffic volumes during the peak hours. The traffic count data is included as Attachment A. Crash History Crash data for Floating Feather Road in the vicinity of the site was provided by the Idaho Transportation Department for the most recent five years (2013-2017). This data was evaluated to identify potential crash patterns or trends along the site frontage. Attachment B contains the crash data reports provided by ITD. Two crashes are reported to have occurred on the segment of Floating Feather Road between N Palmer Lane and N Ballantyne Lane between 2013-2017. Both were rear-end crashes that resulted only in property damage. One crash occurred at the intersection of N Meridian Road and Floating Feather Road between 2013-2017, which also resulted in property damage only. Boise, Idaho YEAR 2022 BACKGROUND CONDITIONS The proposed West Eagle Park is expected to be built-out by the year 2022. This section describes the projected background traffic conditions traffic volumes and roadway improvements) without construction of the proposed site. Planned Roadway Improvements Based on a review of the ACHD’s Master Street Map (MSM) (Reference Capital Improvement Plan (CIP) (Reference and Integrated Five-Year Work Plan (IFYWP) (Reference 7) the following improvements are planned in the study area: CIP o CIP # RD2016-56: Reconstruction and widening from 2-lanes to 3-lanes of Floating Feather Rd between Park Ln and Ballantyne Ln, Year 2026-2030 o CIP # IN2016-29 INT#2701: Floating Feather Rd/Ballantyne Ln to be reconstructed and widened to create single lane roundabout, Year 2026-2030 o CIP # IN2016-32 INT#3301: Floating Feather Rd/Park Ln to be reconstructed and widened to create single lane roundabout, Year 2026-2030 IFYWP (2019 – 2023) o No projects currently included in the IFYWP will affect the study area. MSM o There is a planned collector road through the site (currently proposed to be built through the site as part of this project). None of these projects are expected to be constructed by the year 2022. Background Growth An annual growth rate was used to account for general growth within the study area and region. Based on the growth rates derived from the COMPASS regional travel demand model, a 4% annual compound growth rate was used for the study roadway and intersection. In-Process Developments According to ACHD staff, there are no in-process developments that affect the study area currently. However, there are a number of developments in the general surrounding area that will continue to build out in the coming years. Boise, Idaho Year 2022 Background Traffic Volumes Year 2022 background traffic volumes reflect existing traffic counts plus four years of 4% annual growth. Figure 4 shows the estimated year 2022 background traffic volumes. WEST EAGLE PARK ESTIMATED TRIP GENERATION Estimating trip generation for a park can be difficult due to the limited national data available and the wide variety of activities that can occur at parks. Based on a review of the published rates in the ITE Trip Generation Manual, it was determined that the national data did not adequately reflect the multitude of sports fields and other uses that are proposed for this park. Therefore, the trip generation was estimated based on individual uses with data for the number of people and typical vehicle occupancies. This process is similar to what was previously completed for the South Meridian Regional Park TIS (Reference Table 1 summarizes the estimated trip generation for the proposed West Eagle Park development, assuming full occupancy of all four ball fields. TRIP DISTRIBUTION AND TRIP ASSIGNMENT The trip distribution patterns are based on the access connections to and from the proposed development and their attraction/destination characteristics. The distribution of site generated trips onto the roadway system was based on a review of the roadway system, knowledge of travel patterns the area, and the existing traffic volumes. The site generated trip distribution pattern used for this analysis is shown in Figure 5. Boise, Idaho YEAR 2022 TOTAL TRAFFIC CONDITIONS The year 2022 total traffic scenario analyzed how the study area’s transportation system will operate with the site-generated trips from the build-out of the proposed West Eagle Park site. Year 2022 Total Traffic Volumes Site-generated trips were added to the year 2022 background weekday p.m. and Saturday midday peak hour traffic volumes to arrive at year 2022 total traffic volumes shown in Figure 7. Year 2022 Total Traffic Conditions Intersection Operations Table 2 presents the traffic operation results for the study intersection and its corresponding lane groups under 2022 total traffic conditions during the weekday p.m. and Saturday midday peak hours. All movements are forecast to operate acceptably. Attachment C includes the year 2022 total traffic conditions worksheets. Boise, Idaho SITE ACCESS EVALUATION This section evaluates the need for turn lanes, access spacing, and intersection sight distance with respect to ACHD policy. All analyses and evaluation in this section is based on full build-out of the site in year 2022. Attachment D contains the worksheets for the turn lane warrants, and queueing data can be found in the total traffic worksheets of Attachment D. The project proposes to construct a new collector road that intersects with Floating Feather Road. The project further proposes to construct three accesses from its parking lots to the New Collector Road, as shown in Figure 2. Access Spacing Evaluation The following section evaluates the spacing of the proposed site access onto Floating Feather Road and parking lot accesses onto the new collector roadway, as per ACHD policy (Reference Table 3 summarizes the required spacing and the proposed spacing shown on the preliminary site plan in Figure 2. The spacing of the New Collector Road onto Floating Feather Road does not meet ACHD requirements, however, the existing development on N Meridian Road precludes other locations, while the New Collector Road location is consistent with the planned roadways in ACHD’s Master Street Map (Reference Based on the current site plan, the entrance from Parking Lot A onto the New Collector Road does not meet ACHD requirements, but the dual entrance of Parking Lots B and C is spaced appropriately per ACHD requirements. It is recommended that the client consider relocating the entrance to Parking Lot A at least 70 feet south of its current location to adhere to ACHD spacing requirements. Turn Lane Warrant Analysis The following section evaluates left-turn lane warrants from Floating Feather Road into the New Collector Road and from the New Collector Road into Parking Lot A and Parking Lots B/C. The 95th-percentile queue for this movement is forecast to be less than one vehicle; however, we recommend designing the turn lane with at least 100 feet of storage. Intersection Sight Distance Intersection sight distance was reviewed at the proposed new collector road’s intersection of Floating Feather Road. Per the ACHD Policy Manual, intersection sight distance for a left turn onto a 40 MPH roadway should be 435 feet. Based on field measurements, adequate sight distance can be provided, so long as the new intersection is designed with the appropriate sight lines. Figure 8 and Figure 9 display the sight distance looking west and east from the proposed access location. Boise, Idaho Figure 9 Site Access Westbound Sight distance was not evaluated for the planned internal roadway as they have yet to be designed or constructed; however, they should be designed to provide adequate intersection sight distance. CONCLUSIONS & RECOMMENDATIONS The following are the key findings of this analysis: The full-build out of the proposed West Eagle Park development is estimated to generate a total of 153 weekday p.m. peak hour trips (96 inbound / 57 outbound) and 213 Saturday midday peak hour net new trips (108 inbound / 105 outbound). A westbound left-turn lane on Floating Feather Road is warranted at the intersection of Floating Feather Road and the New Collector Road. o The forecast 95th-percentile queue is estimated to be one vehicle or less, but we recommend that the turn lane be designed with 100 feet of storage. Left-turn lane warrants are not met at the proposed parking lot accesses onto the New Collector Road. The proposed spacing of the access into Parking Lot A from the New Collector Road does not meets ACHD guidelines, but the access into Parking Lots B/C does. Boise, Idaho Recommendations: Construct a westbound left turn lane with approximately 100 ft of vehicle storage on Floating Feather Road at the New Collector Road intersection. With approvael from ACHD, construct all accesses onto the New Collector Road with: o Matching grade of the New Collector Road to ensure the best possible sight distance o Shrubbery and landscaping near the intersection should be maintained to ensure adequate sight distance.
