Civic Lane Charlie Baun Kenny Pittman Eagle, Idaho 83616 Melissa Gindlesperger k:\city\cid spring valley community infrastructure dist no. 1\district manager\advertise-dist mgr 5-2021\dist manager solicitation.doc May 11, 2021 RE: District Manager The Board of the Spring Valley Community Infrastructure District No. 1, City of Eagle, (the “District”) is currently seeking an individual or company to serve as the District Manager. As part of that process, the Board is seeking proposals and a rate structure from qualified individuals or companies. You are invited to present a proposal to provide District Manager Services. The Scope of Work for the District Manager will include, but is not limited to, the following: 1. Understand and communicate the requirements of the Community Infrastructure District Act of 2008, Title 50, Chapter 31, of Idaho Code, as amended, (the “CID Act”) to the District Board and to residents of the District as necessary; 2. Collect parcel information from the developer, builders and Ada County (the “County”) records to facilitate the engineer’s assessment reallocation based on parcels consolidation/subdivisions; 3. Monitor and update Assessment Roll and assist County Treasurer to incorporate CID assessments into annual property tax bill; 4. Responsible for statutory accounting and fiduciary duties/requirements of the Districts; 5. Process and maintain a record for the receipt of payments, regularly update assessment roll and tract delinquent parcels as required by the bond indentures; 6. Serve as a point of contact for taxpayer and interested party inquiries; 7. Working with District legal counsel, monitor compliance with bond covenants; 8. Working with the District board and District legal counsel, confirm that various bond accounts enumerated in the indentures and other bond documents are properly administered, including the debt service reserve fund, the delinquency reserve fund and the prepayment reserve fund (when needed). 9. Prepare the annual budget; 10. Call and provide legal notice of District Board meetings; 11. Complete all administrative needs of the district including but not limited to, preparing and posting agendas, attend Board meetings, and recording/preparing minutes; 12. Maintain District Board records; 13. Routinely coordinate between City staff, District counsel and trustee as issues arise; and 14. Monitor changes to the CID Act and make recommendations for changes to City CID policies and guidelines to comply with State law. 15. Other factors which will be considered include the skills, experience and reputation of the individual/company, the nature of the proposal, and the Board’s assessment of which individual/company is most likely to develop a positive and professional relationship with the Board and staff. PROPOSAL TIMELINE The CID anticipates completing the selection process within 45-Days of the close of the RFQ. SUBMITTAL REQUIREMENTS Proposals must conform to the requirements of this document. All proposals shall be submitted electronically by May 24, 2021, at 5:00 p.m. Mountain Standard Time to [EMAIL REDACTED] , no paper or faxed applications will be accepted. Any proposal received after the due date of Thursday, May 24, 2021, will be deemed unresponsive and will not be considered for evaluation. The City will post all responses to the City website on or before 5:00 p.m. Mountain Standard Time on May 21st. Applicants shall not contact staff, elected, or Board members directly.
