BY-LAWS OF THE Douglas County LABOR/MANAGEMENT COMMITTEE Douglas County established a Labor Management Committee October 6, 1992. MISSION STATEMENT To create a positive atmosphere by fostering a working environment of trust and honesty, utilizing the of both labor and management with a healthy respect for the teamwork needed to reach common goals, through open communication, problem solving, and information sharing. MEMBERSHIP The committee shall consist of members from labor, non-represented, and management personnel. The committee shall strive to maintain an equalized balance represented as follows: Labor Management 1 person from Bldg. & Grounds 2 Department Managers/Supervisors 1 person from CWA 2 Non-Represented 1 person from WPPA (deputies) 2 County Board Supervisors 1 person from WPPA (jailers) 1 Administrative/Admin. Coordinator 1 person from Health 1 person from Highway 1 person from Social Workers/Child Support 1 person from Communication Center If there is a change in the number of County Unions, it would reflect a corresponding change in the number of union and management representatives to this committee. All representatives may have alternates. Alternates are expected to participate in the absence of their designated representative. Committee members shall serve for a minimum two year term. Members may be designated or reappointed for multiple terms. ---PAGE BREAK--- Page 2 Douglas County Labor Management By-Laws ROLE OF COMMITTEE MEMBERS Before each meeting ƒ Reread the minutes of the previous meeting as a check on whether or not you have completed all tasks assigned ƒ Make necessary arrangements to avoid being called out of the meeting ƒ Plan so that you can get to the meeting on time ƒ Be clear on the agenda and/or what you want to place on the agenda ƒ Be prepared with any materials/data needed ƒ If you must be absent, prepare your alternate to act in your stead During the meeting ƒ Submit your items for the agenda ƒ State opinions and feelings honestly and clearly ƒ Stay on the agenda item being considered and help others do the same ƒ Participate actively ƒ Assume responsibility for making the process work effectively ƒ Ask questions ƒ Keep the group on track ƒ Call for decisions when it seems you have reached one ƒ Clarify statements of others ƒ Summarize ƒ Listen ƒ Get the agenda set quickly ƒ WORK ƒ Protect the rights of others to have their opinions/feelings heard ƒ Think creatively about solutions that might resolve conflict ƒ Avoid communications that disrupt the group ƒ Keep notes on things you agree to do after the meeting ƒ Keep asking yourself: “What, right now, would help this group move ahead and get this problem solved? How can I help?” After the meeting ƒ Carry out assignments and responsibilities/commitments ƒ Pass on to your subordinates decisions/information that they should know about ƒ Keep confidential anything said or done in the meeting except the final decision ƒ Refrain from complaining about a decision that you agreed to ƒ Refrain from “out of meeting appeals” to the leader – say it in the meeting ƒ Don’t appeal to the leader to reverse a decision made at the meeting ---PAGE BREAK--- Page 3 Douglas County Labor Management By-Laws COMMITTEE OFFICERS One member from management and one member from labor will serve as committee and meeting coordinators. They will serve in this capacity for one year. Meeting coordinators will be elected by their respective group. One coordinator will be elected at the June meeting and one coordinator will be elected at the December meeting by committee members. Committee coordinators shall be responsible for the following: 1. Preparation of meeting agendas and the notification of Committee Members of upcoming meetings. Meeting notification shall include the furnishing of Committee Members with a copy of the agenda and the minutes of the previous meeting. 2. Coordinating the Labor Management meetings. COMMITTEE MEETINGS Labor Management meetings will be held at least quarterly on the second Tuesday of the month or as determined by committee coordinators. Meetings will be scheduled when appropriate in accordance with County policy and when significant agenda items require timely action. Meetings will be held no less than once quarterly. The length of the meetings will be no longer than two hours and held at a convenient time determined by committee coordinators. Meetings will be held in the months of March, June, September, and December. QUORUM A quorum for meeting purposes, as defined by the committee, shall be a third majority of the committee membership. ACTIONS BY THE COMMITTEE Committee decisions are by consensus only. Committee decisions are recommendations. Recommendations are non-binding on the parties. The committee is not a collective bargaining forum; however, committee recommendations can be forwarded to negotiators for consideration and incorporation into collective bargaining. ---PAGE BREAK--- Page 4 Douglas County Labor Management By-Laws COMMITTEE AGENDA Committee agendas can be determined for the next held meeting at the end of the committee’s regular meeting, preferably by consensus. Committee coordinators shall finalize the agenda along with the processes and methods for the facilitating of the committee meetings. COMMITTEE TRAINING/EVALUATION All members and alternates who serve on this committee shall have Labor Management training and such training is to be determined by committee members. The committee shall evaluate itself on an annual basis. The evaluation process may coincide with training. BY-LAW REVISIONS The By-Laws of the committee can be reviewed and amended with committee consensus at any time. Revised: September 2008
