Section I, Page 1 of 2 SECTION I FUNCTIONS OF THIS MANUAL PURPOSE & ADMINISTRATION It is the purpose of these Board policies to establish a uniform and equitable system of human resources administration for all employees of Douglas County. These Board policies are not intended to create a contract between the employee and the County’s management system. Administration of these policies is the responsibility of the Department Managers in consultation with the County Administrator and the Human Resources Department. AUTHORITY Authority to establish human resources policies rests with the Douglas County Board of Supervisors. The Administration Committee shall make policy recommendations for Board consideration. The Administration Committee and/or County Board may vary from the policies, procedures, and guidelines if, in its opinion, the circumstances require. In addition, the Human Resources Department may issue information and procedures that interpret the practical application of these policies in addition to other human resources functions not covered within. The policies, procedures, and guidelines contained is this manual are subject to change at any time, do not confer any obligation on Douglas County and do not create any right to employment on the part of the Douglas County employees. The County Board may from time to time add to, amend, or repeal the policies set forth in the same procedure as their original adoption. STATUS IN RELATIONSHIP TO UNION CONTRACTS AND COUNTY CIVIL SERVICE ORDINANCE These policies shall apply to all County employees holding existing or newly created positions of Douglas County. In the event that any of the policies conflict with any provision of the collective bargaining agreement or the County’s Civil Service Ordinance covering that job classification, the collective bargaining agreement or civil service ordinance shall prevail. If the collective bargaining agreements are silent on a topic that is not a mandatory subject of bargaining, wages, hours or conditions of employment, the policies are binding. SEVERABILITY The Personnel Policies of Douglas County are subject to the laws of the United States, the State of Wisconsin, and Douglas County. If any provision of these policies shall be declared by a decision of a court of competent jurisdiction to be invalid, such decision shall not affect the validity of other provisions. All other provisions shall continue in full force and effect. Passed by County Board, Resolution 135-05, December 15, 2005.
