3.1 GENERAL ASSISTANCE AGENCY OF DOUGLAS COUNTY THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I. CREATION A new agency (to be known as the Douglas County General Assistance Agency) is hereby created. SECTION II. ADMINISTRATOR The executive and administrative officer of the Douglas County General Assistance Agency shall be known as the Administrator of the Douglas County General Assistance Agency and shall be appointed by majority vote of the entire membership of the Douglas County Board of Supervisors, (upon recommendation by the Social Services Committee and Personnel Committee.) SECTION III. AUTHORITY Unless otherwise directed by the Douglas County Board of Supervisors, the Administrator shall have complete authority over the county-wide relief system in Douglas County under the provisions of 49.03 Wisconsin Statutes, (reportable to the Social Services Committee). SECTION IV. EMPLOYEES & SALARY The Administrator of the Douglas County General Assistance Agency shall recommend to the Douglas County Board of Supervisors the appointment of employees necessary to administer the functions of the agency. The Administrator shall make recommendations to the Social Services Committee, Personnel and Finance Committees and then to the full County Board to appoint employees and to fix the salaries of such employees. SECTION V. BUDGETS The Administrator shall prepare and submit an annual budget of allfunds necessary for the Douglas County General Assistance Agency to the Social Services Committee, Finance Committee and the full Douglas County Board of Supervisors. The Administrator shall also prepare annually a full report of the operations and administration of the agency. The Douglas County Board of Supervisors shall review and approve, reject or revise by majority vote the annual budget of the agency. ---PAGE BREAK--- SECTION VI. ADMINISTRATION/EFFECTIVE DATES A. Suitable facilities for the Douglas County General Assistance Agency shall be allocated from those properties owned by Douglas County. B. The February 1, 1972 resolution adopted by the Douglas County Board of Supervisors establishing a county-wide relief system and designating the Douglas County Department of Social Services as the official agency to administer the county-wide relief system shall be amended to designate the Douglas County General Assistance Agency as the official agency to administer the county-wide relief system under the provisions of Section 49.04, Wisconsin Statutes. The Douglas County General Assistance Agency shall exist and operate completely separate and independent of the Douglas County Department of Social Services and these two agencies shall share no facilities, personnel or operations. C. All monies allocated in the 1972 budget for the purposes of financing the County-wide relief system which remain in the budget of the Douglas County Department of Social Services shall be transferred to the budget of the Douglas County General Assistance Agency. D. The ordinance (provision A of this resolution) set forth in this resolution shall go into effect immediately upon passage and provisions B and C of this resolution shall go into effect on May 1, 1972.
