4.23 DANCE HALL ORDINANCE THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I. LICENSE AND FEE Application for license for a public dance hall shall be made to the County Board and accompanied by a license fee of Five Dollars. Such license shall be granted by the County Board in case a majority of the same vote in favor thereof. Provided, that between sessions of the County Board, such license may be granted by the Chairman of the County Board, subject to the approval of such license by such board at the next meeting. The license shall expire one year after its date. SECTION II. RULES AND REGULATIONS The following rules and regulations shall govern the conducting, operation and management of all public dances: A. No person under sixteen years of age shall be permitted to attend a public dance unless such person be accompanied by parent or lawful guardian. B. Persons under the influence of liquor or drugs shall be barred from dance halls and premises. C. No moonlight dance or dance in the night-time without light shall be allowed. D. The possession, drinking or offering to another person of intoxicating liquor shall not be permitted. E. All dancing shall stop at one o'clock A.M., and all dance halls closed and locked at 1:30 o'clock A.M., excepting New Year's Eve, when they may remain open until three o'clock A.M., and further excepting Saturday nights, which are governed by the State law, compelling closing at midnight. SECTION III. LICENSE REVOCATION It shall be the duty of the Sheriff to revoke the license or permit of anyone operating a public dance hall who violates any provisions of this ordinance, or of the Laws of the State of Wisconsin. ---PAGE BREAK--- SECTION IV. EXEMPTIONS The provisions of this ordinance shall not apply to the City of Superior or any village in said county wherein the conducting or public dances is regulated by local ordinance. SECTION V. SCHOOLS OR COMMUNITY GATHERINGS Any person or persons in charge of any school entertainment or community gathering, may, if they desire, elect to come under the provisions of this ordinance; if they so elect, they shall make application for supervision to the proper public dance supervisor, and in that event, all the provisions of this ordinance shall apply to and govern the conducting and management of such meeting or entertainment. SECTION VI. PENALTY Any person who shall violate any of the provisions of this Ordinance, or shall falsely represent the age, parentage or guardianship of any child under sixteen years of age, in order to secure the admittance of such child to a public dance, shall be punished by a fine of not less than Twenty-five Dollars, nor more than Five Hundred Dollars, or by imprisonment in the county jail for not less than thirty days, nor more than six months, or by both such fine and imprisonment. SECTION VII. EFFECTIVE DATE This Ordinance shall take effect upon passage and publication. Dated this 22nd day of November, 1923 Amendments incorporated dated April 8, 1924
