Chapter 1.27, Page 87 1.27 PROCEDURE FOR COUNTY BOARD TO CONVENE IN DECLARED EMERGENCY THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I. AUTHORITY AND PURPOSE This ordinance is enacted under authority of Section 59.11(2)(a) of the Wisconsin Statutes and is to establish a separate procedure for convening the board in a Adeclared emergency@ as defined herein. SECTION II. DEFINITION A declared emergency is any situation deemed to be of a significant threat to the health, safety, or welfare of the citizens or environment of the county, and requiring immediate discussion or action of the board. The County Board Chair, or in his/her absence Vice Chair or County Administrator, is authorized to declare an emergency under this ordinance for the purpose of convening the board. SECTION III. PROCEDURE If an emergency meeting is called, and there is not sufficient time to notify board supervisors by mailing an agenda, an attempt will be made to notify each supervisor by phone, or messenger, or any other practical means. An emergency meeting shall take place not less than two hours after an attempt to contact all members of the board of supervisors has occurred. In addition, all statutory requirements regarding public notice of the meeting will be met, if able. SECTION IV. EFFECTIVE DATE This ordinance shall take effect upon passage and publication according to law. Dated this 16th day of March, 2006.
