3.3 DOUGLAS COUNTY DEPARTMENT OF SOCIAL SERVICES THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I. CREATION/PURPOSE There is hereby created a Department of Social Services for Douglas County, which department shall act as administrator of all public assistance or income maintenance programs designated by statute or adopted by the county and not designated to any other department. The Department shall administer the programs consistent with all laws, rules, and regulations of the State of Wisconsin or other legally authorized regulatory body. Such programs currently adopted and in effect are: Aid to Families with Dependent Children, Wisconsin Medical Assistance, Energy Assistance, Food Coupon Program, and the Judicare Program. SECTION II. ADMINISTRATION In addition to the above public assistance programs, the Department shall administer service programs to the following ends: A. The achieving or maintaining of economic self-support to prevent, reduce, or elimate dependency. B. The preventing or remedying of neglect, abuse, or exploitation of children or adults unable to protect their own interests. C. The preservation, rehabilitation, or reuniting of families. D. The achieving or maintaining of self-sufficiency including reduction or prevention of dependency. Such programs to achieve these goals will be reviewed on an annual basis by the Social Services Committee and approved or deleted. Program descriptions and fiscal allocations shall be included in the "Combined Plan and Budget" which will be subject to final annual approval by the Social Services Committee and the State of Wisconsin. SECTION III. DIRECTOR Such Department shall be under the supervision of a Director, who shall be in responsible ---PAGE BREAK--- charge of all the activities of the Department, subject to the supervision of the County Social Services Committee as herein provided. SECTION IV. COMMITTEE A. There is hereby created a committee to consist of seven members of this Board of Supervisors, which committee shall be known as the "Douglas County Social Services Committee". B. Members of this committee shall be appointed by the Chairman of the Board of Supervisors for a term of one year. Vacancies on the committee shall be filled as other vacancies are filled on committees created under Sec. 59.06 of the Wisconsin Statutes. C. Members of this committee shall receive the same per diem and mileage as other members of the County Board committees created pursuant to Sec. 59.06 of the Wisconsin Statutes. D. Upon the organization and appointment of the committee, the Director shall notify the State Department of Social Services of such organization and give the names and addresses of its officers and committee members. E. Meetings of said committee shall be held upon the call of the Chairman or at the request of four of the members of such committee. SECTION V. COMMITTEE AUTHORITY The committee shall represent the County Board in all matters relating to the administration of the provisions of this Ordinance, except that its powers and duties shall be advisory on matters of policy, and not administrative or executive. SECTION VI. SELECTION OF DIRECTOR/SALARY A. The committee shall act as the appointing authority as provided by the rules and regulations of the State Department of Social Services, and shall select the Director of the Department upon certification by the State Bureau of Personnel. B. Upon recommendation of the Director, and subject to the Resolution adopted by the Board of Supervisors establishing salary schedules, the committee shall fix salaries within such schedules for the various classes of positions. ---PAGE BREAK--- SECTION VII. EMPLOYEE SELECTION A. The Director shall select the employees of the Department with the advice and consent of the committee upon certification from appropriate registers of eligibles. B. The Director shall cause to be made any and all investigations that may be requested by the County Judge, the Juvenile Judge and the District Attorney, and may perform such additional services as may or shall hereafter be assigned by the County Board of Supervisors. SECTION VIII. RULES & REGULATIONS To the end that the County may receive Federal and State Aid, the Department and the committee shall observe all laws and rules and regulations of the State Department of Social Services. SECTION IX. REPEALER The provisions of this Ordinance shall supersede any inconsistent provision of any other Ordinance or Resolution relative to the subject matter of this Ordinance; and any provisions in any prior Ordinance or Resolution of this Board of Supervisors which shall be inconsistent or in any way incompatible with the provision of this Ordinance are hereby repealed. SECTION X. EFFECTIVE DATE This Ordinance shall take effect upon passage and publication.
