The City Manager is responsible for day-to-day operations and provides oversight and direction for all City departments, including Public Works and Utilities, Police, Community Development, Finance, City Clerk and Public Relations. OUR CITY Douglas Wyoming Mission: To serve our community with opportunities that create a better way of life. ---PAGE BREAK--- Candidate Profile The Municipal City Clerk for the City of Douglas will be a responsible individual who possesses skills to perform a variety of clerical and administrative detail work associated with local government administration. Additionally, they will be responsible for managing communications and media releases to build, maintain and preserve a positive public image. The successful candidate will have expert communication skills and be able to work effectively with the governing body, management team, employees, and citizens. Position Description Overview The City Clerk will be responsible to carry out the duties of the City Clerk according to thr State Statute and local ordinance. Key responsibilities include: · Carries out all duties of the City Clerk as prescribed by Wyoming State Statute, City of Douglas Municipal Codes, Ordinance, and Procedures, and as Federal Laws regulate. · Prepares agenda and supporting materials for all City Council meetings; attends meetings of the City Council and other committees and boards; prepares record of proceedings, ensuring the minutes accurately reflect the policies, recommendations, and/or decisions of the Coun- cil or its committees; finalizes ordinances and resolutions of the record; makes audio/video recordings of meetings; records attendance; conducts roll call votes. · Coordinates the drafting and preparation of routine ordi- nances, resolutions, and proclamations, ensuring adequa- cy and accuracy; ensures the council’s signatures and proper certifications ar on legal documents in compliance with municipal code, ordinances, and Wyoming State Law. Files official documents as necessary. · Issues business licenses, liquor license, cemetery permits and deeds and other permits in accordance with city code and state statute. Coordinates with Police Chief regarding enforcement of State and Local Laws pertaining to liquor licensing. Works with Leadership Team to manage the Downtown Outdoor Refreshment Area (DORA District). · Develops and maintains a positive public image for the organization through public facing communication. Education and Experience Three to five year’s direct experience and/or education at the associates level in business administration, public administration, finance, or related field is preferred. Designation of Certified Municipal Clerk is preferred and Notary Public in the State of Wyoming is preferred.
