RFP for Architectural Services for City Hall Façade Enhancements Q&A Page 1 of 2 11/15/2023 8:36 AM Request for Proposals for Architectural Services for City Hall Façade Enhancements in Douglas, Wyoming Q&A QuesƟon: Is there an established budget for the proposed project (construcƟon and/or overall budget)? Answer: For the 2024 Fiscal Year, the Council budgeted $200,000 for the façade and $200,000 for the drainage and xeriscaping. However, the City anƟcipates rebudgeƟng for the 2025 Fiscal Year. QuesƟon: Who did the previous exterior façade work in 2018? Answer: Designs were developed by Amundsen Associates; however, no construcƟon work was completed. QuesƟon: Are there original drawings available of the building(s) and/or previous remodels for reference (either hard copy or PDF files)? Answer: The City retains copies of drawings starƟng in 1964 with the original porƟon of the building. All documents are available electronically. QuesƟon: Is there a current asbestos survey of the building? Answer: Yes, an asbestos survey was conducted in 2019 and will be provided to the Architect selected. No asbestos was detected on the exterior of the building. QuesƟon: Is the building locaƟon within a historic or other type of designated district and/or are there covenants that need to be adhered to (other than the City mandated items within the RFP)? Answer: The site is subject to the Downtown Douglas Historic District Design Guidelines and review by the Downtown Douglas Historic District review panel. QuesƟon: Will there be a mandatory or non-mandatory pre-proposal conference for submiters to atend on-site to review the scope of the work? Answer: There is not a mandatory pre-proposal conference; however, applicants are welcome to set up a meeƟng with staff to visit the site and discuss. QuesƟon: Is there a fear that Council will not approve the façade improvements? Answer: There is always a chance that the price will cause Council to stop the project. QuesƟon: Are windows being replaced? Answer: No, just the exisƟng wood will be replaced. OpƟons should be provided for where the exisƟng brick and block are. A new porch is needed. The Architect will need to work with the City Engineer regarding the drainage. The facia pieces will likely need to be replaced with the façade. QuesƟon: What architectural elements would you like to see changed? Answer: There are a few bump-outs that could possibly be removed. The southwest corner needs to be returned to the original corner. QuesƟon: Will insulaƟon need to be included? Answer: Yes, 2-inch rigid insulaƟon preferred. Not behind the brick and block if those elements are not covered. QuesƟon: Will there be interviews as part of this process or will the Architectural Firm be selected off of this proposal? Answer: The City anƟcipates reviewing proposals and interviewing. Interviews will be based on the quality of the proposal received. QuesƟon: Previously we had discussed a lot of uncertainty and necessary invesƟgaƟons regarding the concrete and foundaƟons directly adjacent to the building. At this Ɵme is all of that off the table and we are strictly focusing on the façade and the two canopies (main entrance and side entrance)? Answer: The foundaƟons and concrete “seat-walls” around the building will be included in the project and will need to be evaluated and addressed. QuesƟon: I understand we are supposed to present both brick and stucco opƟons. Are both opƟons to be bid out, with one of the opƟons being an alternate or will one opƟon be selected early on, i.e., during schemaƟc design, and we only proceed with the full design of one opƟon? Answer: Based on conversaƟons with City Council, it is likely that both opƟons will be bid with one being an alternate. QuesƟon: Are you asking the design team to evaluate the stability of the exisƟng wood prior to providing this proposal or is that something that would occur during the design process? Answer: EvaluaƟon of the exisƟng wood should occur during the design process. QuesƟon: Is there a need for a mechanical engineer to provide any water for irrigaƟon? Answer: At this stage we do not anƟcipate the need for a mechanical engineer. QuesƟon: Is there any exterior and/or egress lighƟng expected as part of the design? Answer: Exterior lighƟng will be a part of the project as well as specialty lighƟng flagpole). The access points to the building should be well-lit. QuesƟon: What is the proposed schedule for this project? Answer: Ideally, the duƟes outlined in the RFP would be completed by the end of the Fiscal Year with the hope to bid and construct the project in the 2025 Fiscal Year.
