City of Douglas PO Box 1030 - 101 N. 4th Street - Douglas, WY 82633 [PHONE REDACTED] – City Hall, [PHONE REDACTED] – Public Works www.cityofdouglas.org CITY OF DOUGLAS MUNICIPAL SOLID WASTE HAUL PROPOSAL The City of Douglas is accepting proposals to transport municipal solid waste (SMW) from the Douglas Landfill & Transfer Station to the Casper Regional Landfill using three 48-foot walking floor trailers provided by the City. The City will maintain the trailers to be used in a safe and DOT-legal condition. The approximate haul distance is 60 miles one way, and the estimated average number of trips per week is five to six with a minimum of one trip per week. This number is based upon current SMW amounts being received at the Douglas Transfer Station. A contract for a period of two years will be executed with the successful Contractor. Proposals must be received by the City Clerk, PO Box 1030, 101 N. 4th Street, Douglas, WY 82633, by Wednesday, February 27th, 2019, at 2:30 p.m. Proposals must meet the following qualifications: 1. The contractor will be required to provide service with a minimum of 24- hours' notice. 2. All trips must be completed Monday through Saturday during current Transfer Station & Landfill operating hours, but no later than 3:00 p.m. 3. The contractor will be responsible for maintaining their own equipment following current DOT requirements. 4. The tractor used for transporting the trailers must be capable of operating hydraulic accessories on the trailers. 5. The contractor’s price per trip should account for estimated fuel costs. The baseline fuel cost shall be agreed upon in the contract and shall allow for an additional load fee within agreed-upon and pre-determined parameters. 6. The contractor will be responsible for any violations of current laws incurred while transporting solid waste including but not limited to traffic violations, overweight loads, and DOT safety violations. 7. The contractor/operator must obtain any required permits associated with their tractor(s) and operator(s) of the tractor(s). 8. The contractor must maintain any and all insurance policy or policies as prescribed in the contact that will cover the City's trailers while in transit.
