OUR CITY Douglas Wyoming Mission: To serve our community with opportunities that create a better way of life. ---PAGE BREAK--- Candidate Profile The Deputy City Clerk/Grant Manager for the City of Douglas will be a responsible individual who can perform a variety of tasks associated with clerical duties, grant management, and administrative responsibilities that support citywide initiatives. This candidate will work under the supervision of the City Clerk. Position Description Overview The Deputy City Clerk/Grant Manager performs a variety of clerical duties, records management, and office work associated with supporting the City Clerk, and prepares statements. This position is responsible for acquiring and coordinating local, state, federal, corporate, and foundation grants, as well as other external funding, to support comprehensive city-wide strategic initiatives. This position will perform complex analytical work as it is related to grant coordination and administration across city funding sources. Responsibilities include, but are not limited to: • Provides assistance for all city clerk functions including, but not limited to, working with and maintaining general administrative filing systems, cemetery records, minutes, resolutions, ordinances, and liquor license applications/renewals; preparing city council agendas and assembling agenda materials for preview by city clerk/city manager; copying agenda materials for timely distribution to mayor, city council, city department heads and staff, and others as designated; serving as backup to the city clerk to takes notes of city council meetings, general government staff meetings and other meetings as assigned. Administrative support to the City Clerk and the City Manager as needed. • Responsible for researching federal, state, and local initiatives and using other research methodologies in search of available grant opportunities; communicating grant opportunities to departmental contacts; developing and soliciting grants for city-wide strategic programs, activities, and functions; making recommendations for possible additional funding sources. • Writes and reviews grant applications and proposals; oversees grant submissions; provides coordination, administration, and compliance oversight of awarded grants and associated projects, to include monitoring grant processes and coordinating efforts to ensure continuation of renewable grants, foundations, or alternate funding streams. Responsible for reviewing, coordinating, and tracking grant requests and working with department contacts throughout the City. Oversees grant implementations, monitors expenditures of awards, grants, or special projects, and ensures required reporting has been completed. Develop or assist in the development of necessary accounting, budget reporting, and tracking systems for grant proposals, awarded grants, and alternate funds. ---PAGE BREAK--- Knowledge areas: Considerable knowledge of office organization, methods, standards and practices, and records management; considerable knowledge of grammar, spelling and punctuation; knowledge of general city operations and organization, personnel policies and procedures acquired on the job. Grant Management – Thorough knowledge of federal and state grant programs, grant writing principles and processes, and ability to organize the department’s resources for optimum performance under grant provisions. Knowledge of basic information technology support in video editing, camera use, and audio/visual equipment. Skill/ability areas: Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees, managers, representatives from other departments, and organizations. Shares knowledge with staff for mutual and departmental benefit. Computer Skills – Utilizes a personal computer with word processing, spreadsheet, presentation, database, and related software to effectively complete a variety of complex tasks with reasonable speed and accuracy, such as financial analyses and projections. Time Management - Plans and organizes daily work routine. Estimates the expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. Physical Requirements: Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing, and/or pulling of objects and materials of lightweight (5-10 pounds). Tasks may involve extended periods of time at the keyboard or workstation.
