RFP Skate Park Design-Build - REVISED Page 1 of 3 REVISED REQUEST FOR PROPOSALS CITY OF DOUGLAS, WYOMING DOUGLAS COMMUNITY SKATE PARK DESIGN AND BUILD PROJECT The City of Douglas, Wyoming is requesting Proposals from responsible firms or individuals to provide contract professional services for the design, project administration, and construction of updating the current skate park facility. The City of Douglas will receive sealed Proposals for the Douglas community skate park design until 3:00 p.m. local time January 31st, 2018. For questions, please call Brandon Frye, Parks and Rec. Box 1030 Douglas, WY 82633 The City of Douglas reserves the right to reject any and all Proposals. It is anticipated the City will review the Proposals and enter into an Agreement with the selected engineer/surveyor or engineering/surveying firm by February 12th, 2018. The City of Douglas is requesting proposals from qualified professional engineering firms for Design-Build Services (herein after referred to as “Project”) for the Douglas Community Skate Park Project. The intent of the Project is for the Firm to provide complete design services (including community outreach, conceptual design, final plans and specifications, engineering cost estimate, construction surveying, contract documents, and construction.) for the installation of the Douglas Community Skate Park project at Bartling Park to the City of Douglas standards. The Project must meet the safety standards for the latest skatepark design principles for skateboarders, scooters, and BMX riders to develop their skills. This project can be a combination of poured in place concrete and/or precast concrete elements utilizing the existing 6,000 square foot concrete pad. All concrete elements must have smooth transitions. I. SCOPE OF WORK 1. The selected firm will provide professional design; engineering and surveying services; and construction for all assigned work. All services and all planning shall conform to the Rules and Regulations set forth by the State of Wyoming. 2. The selected firm will work closely with the City Administrator, Public Works/Parks and Recreation Department, and the Skate Park Committee in the completion of this task set. 3. The intent of the proposal is to provide the City with the scope of work outlining the tasks required to complete the Project in its entirety to meet the goals of: ---PAGE BREAK--- RFP Skate Park Design-Build - REVISED Page 2 of 3  A concept that is focused on skateboarding, but allows the potential impact of a mixed- use public skatepark, an engaging and aesthetically pleasing design;  Providing community outreach;  Identifying features to mimic natural street-skating and skatepark environments (including ledges, pads, banks, rails, stair-sets, and other natural transitions) as guided by the City and the Skate Park Committee;  Providing community outreach, preliminary design, environmental documentation, engineering cost estimates, final design, plans and specifications, complete contract documents for bidding and other work as necessary to provide a complete Project;  Providing potential phasing of the project based on available funding for the Project;  Providing bidding oversight and overall project administration; and  Providing engineering services during construction. II. PROPOSAL’S CONTENT Interested and qualified individuals or firms are invited to submit a Proposal outlining their Qualifications for designing and constructing municipal skate parks. The Proposal should be organized as follows: 1. Title page: include the name of the primary contact for the Proposer, with mailing address, e-mail address, and telephone and fax numbers. 2. Qualifications of the Proposer: provide a summary of experience with similar contract work. 3. Team Qualifications: provide experience summaries and resumes for specific personnel that will be assigned to the project including verification that they have experience with similar projects and will be available to complete the project. 4. Project References: include contact name, address phone number and e-mail address for at least three references for the past similar work. 5. General Information: provide any additional information you feel would be useful during the review process such as conceptual ideas, drawings and methods that would help the review panel understand what opportunities could be anticipated from an initial construction budget of $130,000. 6. Hourly Rate Schedule: include an hourly rate schedule for the individual/firm/team. Also include individual rates for miscellaneous services and charges. All Proposals are to be printed on an 8.5” x 11” page format. Please label the Submittal as follows: “Proposal: City of Douglas Community Skate Park”. III. GENERAL INFORMATION FOR PROPOSERS 1. Consultant shall provide a general list of all materials, equipment and labor necessary perform the tasks outlined, including administrative support and fees, and shall provide cost numbers for these items. 2. Consultant must provide proof of insurance with minimums that meet or exceed required minimums with Wyoming State Statutes. 3. No Proposal shall be accepted after the cutoff date and time for acceptance of the Proposals. 4. Proposals cannot be withdrawn for 30 days after the day that Proposals are due. 6. This contract will be for a period of one year, renewable upon agreement of each party. 7. Payments to the Consultant will be once per month and will be made on a proven expenditure basis. Payments on each Pay Application will be made following the City of Douglas Purchasing Policy. IV. SELECTION PROCESS The selection will be based on information provided in the Proposals. A Selection Committee will review all submittals. The Selection Committee will rank the Proposals based on the Selection Criteria. Up to three firms may be selected for further consideration. These firms may be asked to submit additional information or participate in a post-proposal interview. A contract will be negotiated with the selected individuals/firm. V. SELECTION CRITERIA Individuals/firms will be selected based on information provided in the Proposal. The selection criteria will include (in no particular order): 1. Quality of similar experience; 2. Knowledge/understanding of the proposed work and how the work will be conducted; 3. Location of the firm; 4. Qualifications of the Proposer; 5. Quality of references and results of reference checks; 6. Past experience of the individuals/firm; 7. Quality of materials and products; 8. Firm’s proposed schedule; and 9. Cost effectiveness considering the Cost Proposal. VI. DEADLINE FOR SUBMITTALS The deadline for Proposal submittal is 3:00 p.m. local time, January 31st, 2018. Submittals received after the deadline will be returned unopened. Submit six copies of the Proposal and a digital copy via CD or Flash Drive. Fax or e-mail submittals will not be accepted. The successful individual/firm must enter into Professional Services Agreement that specifies requirements for indemnification, insurance and other applicable policies. Any or all submissions may be rejected as deemed in the best interest of the City of Douglas. The City reserves the right to waive any irregularities or technicalities in the submittals as it deems appropriate to best serve the public interest.
