GENERAL INFORMATION RE: ONE-DAY LIQUOR PERMITS  All permits are $25.00 for a single day event. Catering and Open Container Permits are $10 per day of a multi-day event.  All permit holders will be required to pay a $100 refundable deposit if held on public property (parks, sidewalks, etc.) And must have a completed public use permit completed and on file with public works (pw reserves the park areas).  If a permit is issued for alcohol at a city park, the event must end by 10:00 p.m. as the city parks close at that time.  No one-day permits require City Council approval, but the City Administrator and all department heads must approve/sign the application before the permit can be issued.  Permits are good for hours as specified on the permit and not for hours beyond 6:00 a.m. to 2:00 a.m.  All permittees must be able to demonstrate that adequate security, control, and supervisory measures are in place. The City may make additional requirements at their discretion (e.g. additional signage, security, barriers/blockades, use of ID scanner, wristbands, clear cups, drink purchase restrictions, etc.)  Refer to the Alcohol Safety Checklist for more requirements and suggestions. OPEN CONTAINER PERMIT: Allows for the consumption of alcohol within the permitted area/time frame upon public property. No selling is allowed. If on private property, no permit is required. If any item, business, event, etc. is being promoted, and alcohol is used as an incentive for this promotion, OR if there are any other fees involved (e.g. entrance fees, cover charges, etc.), an open container permit is not sufficient and a malt beverage or catering permit must be applied for an issued by the City for the event. No food license is required from the Wyoming Dept. of Agriculture because no sales take place. MALT BEVERAGE PERMIT: Allows the sale of malt beverages ONLY (no wine, hard liquor, etc.) within the permitted area/time frame, such as the beer gardens at the Wyoming State Fair. The malt beverages that will be sold must be purchased from a distributor and cannot be purchased from a liquor store and then re-sold. In addition, a temporary sales tax form must be submitted to the Wyoming Department of Audit; this form is attached to the application and is available on the City website, www.cityofdouglas.org . Any responsible person may apply for this permit. No liquor licensee can hold a malt beverage permit in conjunction with a liquor license of any kind. Wrist bands and clear definition of dispensing and consumption areas will be required. Clear plastic cups, proof of alcohol server certification or training, and use of an ID scanner may be a requirement. A food license that is specific to the location where the malt beverage permit will be used is required and issued by the Wyoming Dept. of Agriculture. CATERING PERMIT: Allows ONLY retail liquor license holders to sell or offer liquor (any type) for off- premise sale and consumption. Wrist bands and clear definition of dispensing and consumption areas will be required. Clear plastic cups, proof of alcohol server certification or training, drink limits, enclosure of dispending and consumption areas, and use of an ID scanner may be requirements. A food license that is specific to the location where the malt beverage permit will be used is required and issued by the Wyoming Dept. of Agriculture.
